Description

ACA, USACCE, Regional Contracting Office  Bavaria (RCO-BV), Germany, is soliciting for proposals to award a firm fixed price requirements contract for the provision of Civilians on the Battlefield (COB) Role Players to augment training exercise. Th e number of COBs required will be ordered on separate task orders issued by the RCO-BV, Germany, prior to each exercise. The PERIOD OF PERFORMANCE: 1 May 2006 through 30 April 2007 for a base year plus two one-year option periods. ]SCOPE OF WORK: The co ntractor shall furnish all labor, services, material and equipment to perform all work incidental to the equipping and preparation of contractor personnel to serve as role players during tactical training conducted by units training at the Hohenfels Traini ng Area, Hohenfels, Germany. The contractor shall provide personnel, (both male and female) to serve as COB role players in performance of the training scenarios for deploying units and other military units requiring such training, developed in accordance with the Program of Instruction (POI), provided by the Government. A complete description is provided in the Statement of Work which will be posted to the Army Single Face to Industry website (https://acquisition.army.mil/asfi/). The Request For Proposa l (RFP) number is W912PB-06-R-0023. The applicable NAICS code is 561320 with a small business size standard of $11.5M. This requirement is being solicited as full and open. The solicitation and any documents related to this procurement will be available on the Internet only at the following website https://acquisition.army.mil/asfi/. The solicitation will be posted as an attachment to the ASFI website All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be activel y registered in the Central Contractor Registration (CCR) at www.ccr.gov. . No hard copies of the solicitation will be available. No solicitation mailing list will be compiled or published. Estimated solicitation date of release is 21 February 2006 and the estimated proposal receipt date is 22 March 2006. A pre-proposal conference located in Hohenfels Training Area, Germany, is tentatively scheduled for 6 March 2006 at 10:00 AM (details in the solicitation, Section L). Attendance at this pre-proposal i s encouraged, but not mandatory. Prospective offerors attending shall do so at their own expense. After review of the issued solicitation and prior to the pre-proposal conference, prospective offerors are encouraged to submit any questions they may have via email to roland.preinl@us.army.mil. All responsible sources may submit an offer, which the Government shall consider. Selection will be made using the Source Selection Process, Best Value Continuum  Trade Off Process. Proposals shall be evaluated b ased on the following Evaluation Factors for Award, 1. Technical; 2. Managerial; 3. Corporate Experience; 4. Past Performance; and, 5. Price; with additional sub-factors. Offerors who are determined to be in the competitve range will be required to pro vide an oral presentation after notification from the Contracting Officer. Offerors will be notified by the Government within five days following the determination of the competitive range.
