Description
It is the intent of the U.S. Army Space and Missile Defense Command to negotiate on a sole source basis with Lockheed Martin Space Systems Company (LMSSC), P.O. Box 3504, Sunnyvale, California 94088-3504 for the manufacture, delivery, and integratio n of Terminal High Altitude Area Defense (THAAD) Interceptors, Launchers, Fire Control and Communications (TFCC), Peculiar Support Equipment (PSE) and initial spares. Lockheed will be responsible for the integration of the above listed THAAD components wi th the Radar component (manufactured under a separate prime contract between the Government and Raytheon) into a Weapon System called THAAD Element Fire Units. In addition to the hardware deliveries and integration, the contract will require system engine ering efforts, obsolescence design engineering, contractor qualification and delta qualification testing and engineering services. The proposed acquisition is directed to LMSSC pursuant to the authority of FAR 6.302-1(a)(2)(ii) & (iii) and (b)(1)(ii). O nly one responsible source and no other supplies or services will satisfy agency requirements. LMSSC has been the prime contractor on two previous THAAD System developmental efforts under Contract DASG60-92-C-0101 ($1.4B+) and DASG60-00-C-0072 ($4B+). Co ntract DASG60-00-C-0072 will continue through FY 09, and the work under this proposed contract must be completely compatible and fully integrated with the work under that development contract. Only LMSSC is capable of manufacturing the identified THAAD c omponents, integrating them into fire units and successfully integrating these tasks with prior and on-going development work on the THAAD System. A CPIF/CPAF contract for a 55-month period of performance is anticipated for this effort. The proposed cont ract will encourage competitive subcontracting and subcontracting with Small Business, Small Disadvantaged Businesses (including Historically Black Colleges and Universities/Minority Institutions), Women-Owned Small Businesses, Veteran-Owned Small Business es including Service-Disabled Veteran-Owned Small Businesses and Historically Underutilized Business Zone firms.
