Description

THIS SOLICITATION RELEASE HAS BEEN DELAYED. THE SOLICITATION MAY BE AVAILABLE MARCH 1, 2006. PLEASE MONITOR THIS SITE FOR FUTURE UPDATES. USDA, APHIS, VS has a requirement for a general contractor to provide labor, services, material and equipment necessary to modernize the New York Animal Import Center as described in the drawings and specifications which will be made available. All work shall be done in accordance with the latest building codes and will comply with local, Federal and State codes and is subject to Davis Bacon. The company will be required to obtain all necessary permits and licenses. This contract will be awarded as a Firm Fixed Price contract to the most qualified company based on best value not low bid. The successful company will be required to provide performance and payment bonds as well as a bid bond. If there are questions after the solicitation is released, they should be submitted in writing via fax, letter or email to the Contracting Officer. The Contracting Officer requests that questions be held until after the solicitation is published and interested parties have thoroughly reviewed the solicitation package including attachments. Questions via the phone are discouraged. This solicitation will be announced for full and open competition, no set aside, and all responsible parties may submit a proposal which will be evaluated. A preproposal meeting will be held, the date and time to be announced. Potential contractors who attend will be given preference for award. The dollar value of this effort is estimated between $4M and $5M, therefore an acceptable subcontracting plan will be needed prior to award. A copy of the solicitation will be available at this office for review after the posting date. Parties interested in submitting a proposal should monitor the FBO website for amendments to the solicitation. This solicitation replaces APHIS-06-013 issued on December 29, 2005 with the wrong title.
