Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI6024 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2005-06. The National Institute of Allergy and Infectious Diseases intend to negotiate on a sole-source basis using simplified acquisition procedures with the Canadian Immunodeficiency Research Collaborative of Toronto, Canada for rare HIV patient samples. NIAID investigators are studying the pathogenesis of HIV in infected individuals. A critical part of this research entails identification of molecules on CD8+ T cells of long-term non-progressors in whom viral replication is inhibited by the host immune system in the absence of anti-HIV therapy (Z01 A1000885-02 Immunologic and Virologic Strategies Directed Toward HIV Infection). Identification of such molecules may play critical role in design of novel antiviral therapy. In addition, the researchers are examining latently infected, resting CD4+ T cells that are implicated in eradication of virus in infected individuals receiving antiviral therapy (Z01 A1000851-05 Role Of Viral Reservoirs In The Pathogenesis Of HIV Disease). These specimens can only be obtained from 0.2 % of the general HIV patient population and the Canadian Immunodeficiency Research Collaborative has a large cohort of these. Previous services with the CIRC has identified 80 patients meeting our study requirements including 25 long-term non-progressors, and 40 who have been receiving anti-viral therapy for 8 years or more. Many of the aforementioned patients have been reviewed by the NIAID, and currently, our research is wholly dependent on the use of these specimens, which require repeated collation of cells from these patients as part of longitudinal analyses. It is critical that the samples be obtained continuously from these patients for follow-up research studies. Each patient will be subjected to determination of his or her CD4+ T cell count, plasma viral load, and disease status. Contractor will provide 110 medical specimens from designated HIV patients with sample preparation to include Leukopheresis, lymphocyte isolation, in-vitro testing, and cryo-preservation of peripheral blood mononuclear cells. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 621511 and the small-business size standard is $12.5 million dollars. These items will be delivered to a NIAID facility in Bethesda, MD. This is a fixed-price contract and the FOB terms are ?Destination.? The anticipated period of performance will be 03/01/06-02/28/07.
