- The United States Department of State will release the above referenced solicitation in approximately 45-60 days from todays date. If interested, respond by e-mail to PowellHL@State.Gov. No advance information will be provided prior to the release of the solicitation. The Contractor shall provide services to cover several broad areas of assistance directly associated with the mission of the office. Specifically, these services will include: program, budget, and foreign affairs professional experts to assure the interagency coordination of U.S. economic, democracy and security and law enforcement assistance to Europe and Eurasia; logistics and program support in the delivery of humanitarian aid to countries of the former Soviet Union; overseas coordination to help implement and maintain USG regional initiatives in Russia; information technology support to modify, improve and complete the existing database programs, create new programs when needed, and provide technical assistance in use of database applications; support for program planning and performance measurement (including monitoring and evaluation experts); and logistics, planning and facilitation support for meetings, travel, and conferences. The contractor shall provide personnel and various services to support the mission of the office: logistics and program support services to assist in various stages of delivering humanitarian aid to countries of the former Soviet Union; personnel support for a USG regional initiative in Russia; information technology support to improve existing database programs, create new programs when needed, and provide technical assistance in use of database applications; program, budget and foreign affairs experts assuring interagency coordination of U.S. economic, democracy and security and law enforcement assistance to Europe and Eurasia; performance measurement and program planning support (including monitoring and evaluation experts); and support for the organization of conferences or other meetings. The contractor will support the personnel currently providing professional and technical services; domestic substitutions will not be made without prior notification to and with the concurrence of the Contracting Officer. In addition, the Contractor will support Russian citizens currently assigned to work in the Russian Far East on a program that coordinates U.S. technical assistance in that region. The Contractor shall provide experienced and competent staff of technical and operational services to coordinate various aspects of the assistance programs (including short-term program and evaluation specialists). (Positions listed in Attachment B.) The Contractor must possess a facility security clearance at the Top Secret level, in accordance with the Department of Defense form 254 (Department of Defense Contract Security Classification Specification). Each contract employee requiring access to classified materials and/or to enter areas requiring a security clearance must have an individual security clearance commensurate with the required level of access before contract performance. The Contractor must be registered to have classified personnel employees. The Contractor must provide DBA insurance as necessary for employees traveling more than twice per year. This is a best value procurement with a potential five year contracting opportunity.
