- This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, 060206, is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. This procurement is being issued as 100% Small Business Set-Aside. The associated North American Industry Classification System (NAICS) for this procurement is 811310 and the Standard Size is $6.50 million. Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other services as necessary to repair two each cooling towers at Building 7359, Lackland AFB, TX. All work shall be in accordance with commercial and industrial standards. Cooling Towers are Marley, Model #NC 3222GS. Performance will be in accordance with the attached Statement of Work. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, apply to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, apply to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforms to the solicitation, and provides the best value to the Government. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must have completed their registration of their Representations and Certifications On-line at http://orca.bpn.gov/publicsearch.aspx. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Wage Determination No. 94-2521 Rev (29) applies to this solicitation. All interested parties must be registered in the Central Contractor Registration (CCR) database. Quotes are due no later than 1600 hours (4:00) PM CST, 21 Feb 06, and should reference the solicitation listed above. Quotes may be mailed to POC: Susan J. STATEMENT OF WORK (SOW) TO REPLACE COOLING TOWER FILL (B 7359) 1.SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, materials supervision, and other services as necessary to repair two each cooling towers at Bldg. 7359, Lackland AFB TX. All work shall be in accordance with commercial and industrial standards. 1.1. Cooling towers are Marley, Model # NC 3222GS 2. SPECIFIC TASKS: The contractor shall remove and dispose of existing tower fill; mechanically clean the interior of the cool water basin of the tower; apply rust kill to tower basins, furnish and apply a two-part epoxy liner to the cold water basins, the epoxy shall be brushed in up to the overflow level in the cold water basin, liner shall be 80 mils thick; furnish and install new PCV fill material with internal air inlet louvers and drift eliminators. New fill shall be bottom supported with a metal framework and shall be approximately (6?) above cold-water basin floor. Mechanically clean hot water basins to remove scale build-up and flush out remaining mud and scale; furnish and install line in hot water basin. 3. Contractor shall coordinate all work with Mr. Louis Lopez, at (210-) 671-1070, AMU#4. Contractor shall notify the above 48 hours before start of work. 3.1. Mr. Louis Lopez, HVAC supervisor, shall be the government inspector of the performance period of this contract. 3.2. Contract period is 15 duty days. 3.3. Contractor shall warranty all parts and materials for one (1) year and labor for 180 days. 4. HOURS OF OPERATION: All work shall be performed during the duty hours of 7:30a.m. thru 4:30 p.m., Monday thru Friday except on federal holidays. 5. ENVIROMENTAL COMPLIANCE: The contractor shall be responsible for the removal and disposal of all waste. The contractor shall prepare all disposal manifests for hazardous waste; contractor shall obtain signatures from the Base Environmental office of any hazardous waste disposal prior to removal of items off base. The contractor shall register with HAZMAT Pharmacy, phone number 210-671-5389, before any chemicals are brought onto the base. 6. CLEAN-UP: The contractor shall maintain work area in a clean condition at the end of each day and at the end of the contract performance period. 7. NOTES: Contractor shall contact the base fire department for fire permit before any brazing, cutting or welding, phone number 671-2751. 7.1 Contractor shall gain entrance onto Lackland AFB at the Growden road gate. Access time may be up to 45 minutes.
