- Sources Sought and Request for Information (RFI) Painting of Static display aircraft 1.0 SUBJECT This RFI and Sources Sought is for Painting of static display aircraft and other engineered structures for the Logistics Readiness Division, 10th Air Base Wing at the US Air Force Academy, Colorado 80840. The US Air Force Academy is located off Interstate 25 directly north of the Colorado Springs, Colorado metropolitan area. 2.0 DESCRIPTION This is not a request for proposal or an invitation for bid and is not to be construed as a commitment to award one or more resulting contracts. It is the desire of Operational Contracting to improve the requirement and statement of work by seeking industry comment. The purpose of this RFI/Sources sought is to: A. Gather information about the capability of potential offers and gather their inputs regarding the statement of work. To the extent answers to questions are needed, respondents are encouraged to present their questions to the Contract Specialist. B. Determine how this acquisition should be set aside for exclusive participation in accordance with FAR Part 19. If your firm has the capability of supplying the required service Indicate the type of small business concern your firm is by category and the specific set aside you are requesting (SDVOSB, HUBZone, small business etc). Respondents are free to develop their response as they see fit. STATEMENT OF WORK 1.0 INTRODUCTION. The contractor shall provide all personnel, tools, equipment, material, supervision, technical expertise, and other related items necessary to perform painting/restoration on various static displays located on the U.S. Air Force Academy. These static displays represent significant historical events in the domination of air and space weapon systems. 2.0 DESCRIPTION OF SERVICES. The requirements of this Statement of Work (SOW) are applicable to but not limited to the following types of aircraft and missile: The A-10, B-52, F-4, F-15, F-16 F-100, T-41, F-105, T-38, Minuteman III, and SV5J Lifting Body. The government reserves the right to add or delete from the list of static displays. The painting/restoration requirements shall include but not limited to, corrosion control measures, prepping of static displays (metal & fiberglass repair as necessary to prepare the surface for painting) sanding, scuffing, washing, painting, clear coating, stenciling, decal marking and insignias, etc. 2.0.1 The contractor shall accomplish all necessary work to complete exterior aircraft or missile painting/restoration in accordance with Technical Order (TO) 1-1-4, Section V, and the paint colors shades listed in accordance with the Federal Standard colors, 595B, dated 1994, NSN 7690-01-162-2210. The TO will provided to the successful awardee. 2.0.2 The contractor shall comply with Federal, State, and Local Environmental Protection Agency guidance for painting/sanding, spills, and disposal of hazardous wastes materials. The contractor shall coordinate with the Environmental Flight 10th CES/CEV at 719-333-6455 prior to starting work on base to identify what products/supplies are to be used. This will require completing an AF Form 3952 (Chemical Hazardous Material Request/Authorization) and applicable Material Safety Data Sheets (MSDSs). 2.0.3. The contractor is responsible for quality control. 2.1 PAINTING/RESTORATION STANDARDS. The contractor shall ensure that the painted/restored static displays have a smooth (semi-gloss) finish and decals are in the appropriate position to replicate the existing paint and marking scheme on each static display and engineered structure. The paint shall be of a semi-gloss finish and able to sustain 3 - 5 year durability for protection against weather elements. 2.1.1 GUARANTEED WORKMANSHIP. The contractor shall ensure that the painted/restored static display will not show evidence of rust, peeling, flaking, cracking, dulling, oxidation, and/or any other surface deterioration within 3 - 5 years from acceptance of work by the government. 2.2 HOURS OF OPERATIONS. The normal hours of operation are Monday through Friday, 0730 to 1630 hours excluding federal holidays. The contractor shall obtain approval from the Contracting Officer to work during other than the normal hours of operation. The contractor shall notify the Logistics Readiness Division (719-333-3136/3020/3543) prior to performing any work on the displays. If work is to be performed on the Terrazzo and or Preparatory School, the contractor shall not work when the Cadets are forming up (preparing to march to lunch) and marching to the dining hall. Additionally, the contractor shall not work during scheduled events to include graduation week, parent weekend, and Basic Cadet Training (BCT) at the Preparatory School. The dates will vary slightly each year. 2.3 PERFORMANCE PERIOD. It is anticipated delivery orders will be issued during the months of February through May. Each delivery order will have a specific period of performance. The contractor will be required to complete the work during this specific period of performance. 2.4 GOVERNMENT FURNISHED SERVICES. The government will provide a copy of the applicable Technical Orders (TO) and Federal Standard colors. The contractor shall provide all other services to comply with this statement of work. 2.5 The number of displays to be contracted for services will be determined by the availability of funds, the priority and the condition of the static display or engineered structure.. This RFI/Sources sought is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.202(e), a response to this notice is not an offer and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
