Description
It is the intent of the U.S. Army Space and Missile Defense Command to negotiate on a sole source basis with Raytheon Company, Integrated Defense Systems, Missile Defense Systems, 225 Presidential Way, Woburn, Massachusetts 01801 for the manufacture , delivery, and integration support of the Radar Component of the Terminal High Altitude Area Defense (THAAD) System. The radar component consists of an Antenna Equipment Unit (AEU), Electronics Equipment Unit (EEU), a Cooling Equipment Unit (CEU) and a P rime Power Unit (PPU). The resulting contract will require the delivery of two fire Unit Radars (BMDS deployable X-band Radars), that when configured with other Fire Unit hardware/software, will meet the requirements of the THAAD System Specification. T he contract will also require the delivery of initial spares, support to Lockheed Martin Missiles and Space Company for element integration and element acceptance testing, system engineering efforts, obsolescence design engineering, contractor qualificatio n and delta qualification testing, and engineering services. The proposed acquisition is directed to the Raytheon Company pursuant to the authority of FAR 6.302-1(a)(2)(ii) & (iii) and (b)(1)(ii). Only one responsible source and no other supplies or serv ices will satisfy agency requirements. Raytheon is the THAAD Radar developer and has been a major subcontractor on two previous THAAD System developmental efforts under Contract DASG60-92-C-0101 and DASG60-00-C-0072 . Contract DASG60-00-C-0072 will conti nue through FY 09, and the work under this proposed radar Fire Unit contract must be completely compatible and fully integrated with the work under that contract. Only the Raytheon Company is capable of delivering the integrated radars and successfully in tegrating it with prior and on-going development work on the THAAD System. A CPIF/CPAF contract for a 55-month period of performance is anticipated for this effort. The proposed contract will encourage competitive subcontracting and subcontracting with S mall Business, Small Disadvantaged Businesses (including Historically Black Colleges and Universities/Minority Institutions), Women-Owned Small Businesses, Veteran-Owned Small Businesses including Service-Disabled Veteran-Owned Small Businesses and Histori cally Underutilized Business Zone firms.
