- The Government intends to negotiate a contract with labor hours as the pricing arrangement for the operation of Supply and Logistics Support Services at Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex (NNSY) Portsmouth, Virginia, VA. This is an 8(a) competitive requirement and will be set-aside for those business firms that are certified as an 8(a) small business. The contractor shall possess management, personnel, equipment and the necessary supplies to perform warehousing functions to include but not limited to: requisition processing, storage and warehousing, transportation/shipping and information technology support. The Solicitation N00189-06-R-0013 is for a base period of 6 months with two additional one-year options. This solicitation will be issued on or around 22 February 2006. All quotes will be evaluated based on past performance and cost or price. Past performance is more important than cost or price. All responsible sources must submit past performance and cost or pricing information by 4:00 p.m. on the date the offer is due. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or FEDBIZOPPS at http://ww.fedbizopps.gov. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Lack of registration in the CCR database will make an offeror ineligible for award.
