Description
This is a request for information only. We intend to solicit telecommunication services, and any associated management, for the General Service Administration (GSA), Federal Technology Service (FTS), Office of Network Services, Northwest Artic Region at various locations throughout the states of Washington, Oregon, and Idaho. Industry comments are requested with regard to the following: 1) Synopsis of Statement of Work: Full text of draft SOW can be provided upon request. 2) Possible pricing arrangements - sample Schedule B can be provided upon request. 3) Type of contract proposed: Split Award IDIQ by area code/prefix (as opposed to multiple awards by area, which would require a ?fair opportunity? competition with each area multiple award contract holder for each delivery/task order requirement). Are additional discounts normally given on multiple award contracts, when the fair consideration process is used? 5) Any other recommendations or comments regarding this Draft that will aid the Government in placing this requirement competitively. DESCRIPTION / SPECIFICATION / WORK STATEMENT C.1 INTRODUCTION: The objective of this contract is to provide integrated telecommunications services, and any associated management, for the General Service Administration (GSA), Federal Technology Service (FTS), Office of Network Services, Northwest Artic Region at various locations throughout the states of Washington, Oregon, and Idaho. These services must include but are not limited to analog and digital Centrex-like technology, individual business lines, integrated voice and data services, support systems to easily add new services across the network, and consolidated management and integrated order processing systems with the highest level of reliability and support. Services must be commercially available, utilize the latest technology, meet industry standards for performance and transmission, be capable of interfacing with GSA?s existing and future long distance services, and have capabilities and capacities to meet current and potential Government needs. C.1.1 CONTRACT SCOPE: Successful offerors must perform all the tasks described in this solicitation to successfully meet all the requirements as set forth in more detail below. Offerors must furnish all necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform the Statement of Work. Contractors are responsible for design, plan, implementation, and delivery, and for managing and coordinating all aspects of services, quality, interconnect ability and maintenance of the services described in this solicitation (Section J.2, Table 2). Offerors must be authorized to provide analog and digital local telecommunication services in the states of Idaho, Oregon, and Washington and must comply with industry-standard specifications. Specific service locations are listed in Section J, Table 1. Service locations maybe expanded or reduced over the period of contract. No exclusively designed services are required to be performed by the contractors to qualify. After contract award, the contractors shall advise the Government of any new technology or services when they become commercially available. The contractors shall propose the new services/technology to the Government for consideration to be incorporated into this contact. Intended type of the contract is Firm Fixed-Price Indefinite Delivery/Indefinite Quantity Split Award contract by area code/prefix. Intended length of this contract is 24 months from date of award with three (3) additional options (12 month each). For the requirements ordered at contract award, complete installation, testing, cutover, and acceptance is required within four (4) months after the award of a contract. Successful performance requires the contractors to work in the confines of the schedule.
