- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13.5, Test Program Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RA133E-04-RB-0009 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. The NAICS Code is 541512, and small business size standard is 1,000 employees. This is set-aside for small business. An attachment with specifications will follow. An attachment will follow. Any amendment(s) hereto will only be published in the FedBizOpps. The National Oceanic and Atmospheric Administration (NOAA) requires Storage Area Network hardware (SAN) consisting of 25 or more Terabytes of disk storage, an Linear Tape Operating (LTO-2) robotic tape library 4 or more tape drives and 500 or more tape slots and a SAN data communication switch. All hardware must work together in one system using ADIC Store Next Software (SNMS) in a network of Linux servers and workstations. Delivery of the SAN hardware shall be 30 days after the effective date of the contract. Forms and clauses stipulated herein may be downloaded via the Internet at the following address: http://www.masc.noaa.gov/masc/amd/prc_cont.html. Interested parties are responsible for accessing and downloading documents and forms from that (or any other) site. Firms without access to the Internet may call 303-497-5282 and request that copies of the clauses, provisions and/or forms be either mailed or faxed to them. Offers shall include a properly completed and signed Standard Form 1449. The firm fixed-price shall include all equipment, delivery and training FOB Boulder, Colorado. The following provisions and clauses apply to this solicitation: (1) FAR 52.212-1, (provision) "Instructions to Offerors - Commercial Items," (2) FAR 52.212-2, (provision) "Evaluation- Commercial Items," (3) FAR 52.212-5, (clause) "Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial which includes subparagraphs (b) (1) with Alt. 1, (5), (11), (12), (13), (14), (15), (16), (17), (18), (19), (22), (24), (25), (26) and (29) (4) FAR 52.204-7 "Central Contractor Registration" (OCT 2003). The Evaluation Factors for this solicitation are: (A) TECHNICAL, (B) PAST PERFORMANCE and (C) PRICE. Evaluation factors are listed above in their order of importance. Technical and past performance, when combined, are significantly more important than price. Technical proposals shall include identification of compliance with requirements in Attachment 1 entitled "Storage Area Network Hardware Requirements" stating whether their hardware fails to meet, meets or exceeds each of the listed requirements. Narrative shall be provided for items that fail to meet or exceed specification requirements. Offerors shall also provide product information sheet(s) for their system. For the evaluation of Past Performance, the offeror shall provide at least three references, along with their respective addresses, phone numbers and e-mail addresses. References should have purchased Storage Area Network Hardware of similar capability within the last two years. Note that the Government may also contact references other than those identified by the offeror and use the information obtained in the evaluation of the offeror's past performance. In order that the Technical proposal may be evaluated strictly on the merit of the material submitted, no contractual price information is to be included.
