- COMBINED/SYNOPSIS SOLICITATION CADET BATHROBES (MEN’S & WOMENS) 1. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-06-T-0031, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07, 03 Jan 06. The North American Industrial Classification System (NAICS) number is 315211 and the business size standard is 500 Employees. This is 100% small business set-aside. 2. LINE ITEM Qty Unit Issue Unit Price Total Line Item 0001 See Below Each $______ $______ Before production is commenced, the contractor shall submit to the contracting officer, for approval, the following items: Piping swatches of each color specified in paragraph 1.3.1 to include the basic fabric color, and a sample o the embroidered silver-colored prop & wing. Once the samples have passed inspection, two finished robes shall be submitted for first article inspection. The finished robes shall be medium (one man’s, one woman’s) conforming to the requirements of the specifications. The following Federal Acquisition Regulations (FAR) clauses apply to this combined synopsis/solicitation and offerors must comply with all instructions contained therein: FAR 52.212-1, Instructions to Offerors-Commercial Items, addenda applies: Contractor shall submit their quote on company letterhead, provide solicitation number, name, address and telephone number of the offeror, unit pricing and an over all total price, cage code, DUNS number, size of business, past performance information and a statement that the provision at FAR 52.212-3 has been completed electronically on line at http://orca.bpn.gov/publicsearch.aspx, and copy DFARS 252.225-7000 filled in, and any acknowledgement of solicitation amendments. 5. The provisions at 52.212-2-, Evaluation-Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming too the solicitation that will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Past Performance and 2. Price. Past performance will be evaluated to ensure satisfactory business practices, timely performance, and similar items. Price and past performance are of equal importance. This will be determined by comparing differences in each offeror’s past performance and experience with differences in price to the government. In making this comparison, the government is just as concerned with excellent past performance and experience as it is with making an award at the lowest overall price to the government. Since past performance and experience are approximately equal to price, the government reserves the right to select a contract at other than the lowest price. Quotes that are unrealistic in terms of price may be rejected. Price will be evaluated to determine its fairness and reasonableness as it relates to the item offered. 6. The following clauses apply to this acquisition. The clause 52.212-4, Contract Terms and Conditions – Commercial Items with the following addenda applies to this solicitation FAR 52.242-15, Stop-Work Order, DFARS 252.204-7004 Alt A (NOV 2003), Required Central Contractor Registration Alternate A (Nov 2003), DFARS 252.225-7013, Secondary Arab Boycott of Israel (APR 2003), and USAFA 5352.242-9500, Contractor Access to Air Force Installations (MAY 2003), and 5352.201-9101 Ombudsman (AUG 2005). 7. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) (2) 5, 14, 15, 16, 17, 18, 19, 20, 26, 27, and 31. DFARS 252.212-7001, Contract terms and Conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (JUL 2002) applies to this acquisition.
