Description
The U.S. Customs and Border Protection (CBP) wishes to identify and tailor a writing course focused on preparing Desk Officers and Program Managers to respond more proficiently to congressional correspondence tasked to their Office. Additionally, CBP requests a separate module to prepare Associate Chiefs and Senior Associate Chiefs to review the prepared correspondence more effectively. At the conclusion of this course, participants will be able to: (a) Correspondence Content o Understand the congressional and federal appropriations processes. (b) Correspondence Format o Apply CBP, Department of Homeland Security (DHS) and Congressional requirements. (c) Writing Mechanics o Understand the role of style and grammar in Congressional Correspondence. (d) Organizational Reviews o Accountability o Involve their supervisor in the review process o Understand the role and expectations of Executive Secretariat Services (ESS) and the Office of Congressional Affairs (OCA). Level 1 Deliverables: The development and delivery of the OBP Congressional Correspondence Course will require Validation of specific training needs to clarify existing performance gaps: identifying process improvements through meeting with Office of Border Patrol, Office of Congressional Affairs, Executive Secretariat Services. Tailoring the existing Advanced Writing course materials to effectively meet these needs - Includes exercises and guidelines for peer/cohort reviews of written materials after classroom training to help employees stay on track, reinforce learning, and build proficiency Course materials and jobs aids Delivery of Congressional Correspondence Course pilot Level 2 Deliverables Recommendations for process improvements. MODIFICATION: Offerors are herby advised that award under this solicitation will be made on a best value basis. Past Performance, Training Experience and Price will all be considered.
