Description
The Naval Air Systems Command at Patuxent River, MD, intends to negotiate and award a cost plus fixed fee order to procure technical and engineering support to modify a total of ninety-seven (97) CH-46E aircraft with Airborne Wireless Intercommunication Systems (AWICS) at MCAS New River, NC and MCAS Miramar, CA, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. This effort shall include the replacement of the Permanent Magnetic Generator (PMG) wiring on thirty-one (31) aircraft that have not had the PMG wiring replaced when inducted for the AWICS modification. Additionally, the effort shall include an option to provide Automatic Flight Control System (AFCS) harness replacements. This effort will commence 15 April 2006 and continue for one year. The proposed order will be awarded on a sole source basis to Boeing Aerospace Operations (BAO), Oklahoma City, OK. The BAO teams currently on site at MCAS New River and MCAS Miramar, performing AFCS wire harness replacements, shall accomplish the AWICS and PMG wiring modifications, as well as the wire harness replacements, if required. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(d)(1)(B), as implemented by Federal Acquisition Regulation 6.302-1, award to a source other than the original source would result in substantial duplication of cost to the Government, which is not expected to be recovered through competition and would also result in unacceptable delays in fulfilling the agency's needs. For these reasons, a competition will not be conducted. See Numbered Note 22. The NAICS code for this effort is changed from 541990 to 336413. See Solicitation Number N00019-06-P7-ZD138.
