- The Naval Surface Warfare Center, Panama City, FL intends to award a sole source contract to Arete Associates, 333 N. Wilmot Rd., Suite 450, Tucson, AZ for Airborne Laser Mine Detection System (ALMDS) Risk Reduction Test A (RRT-A) support and analysis. The ALMDS is a lidar Airborne Mine Countermeasures (AMCM) high area coverage system that detects, classifies, and localizes floating and near-surface moored sea mines. This acquisition is for specialized engineering support services consisting of engineering analyses, risk reduction activities, technology insertion integration, interface definition, fabricating prototype integration equipment and test support functions required to integrate LRIP sensor technology into the ALMDS EMD pod for data collection. Arete will provide technical expertise for ALMDS in the areas of: streak tubes; charge coupled devices; lasers; closed loop control systems; high speed embedded image processing and target detection; and Systems Engineering in executing this effort. This effort is for one (1) base year and two (2) option years of support. This acquisition is unsuitable for full and open competition for the following reasons. Integration of the ALMDS EMD pod took place at the Arete Associates Tucson, Az facility, and they continue to support ALMDS on the ALMDS LRIP contract. Arete Associates is the only company that possesses the requisite in-house resident knowledge and technical expertise in the following areas: CMOS Image Sensors ALMDS EMD, Offset, and CrO2 Streak Tubes ALMDS EMD Receivers ALMDS EMD and LRIP Receiver power, control, mechanical, optical, and data interfaces ALMDS EMD and LRIP datapaths Ocean optics In summary, Arete Associates is the only source possessing the in-house resident knowledge, technical data, equipment, and experienced personnel necessary to perform the required engineering studies and interface requirement definition analysis required to work these issues. There are no other possible sources that can satisfy this requirement without significant additional cost to the Government. Note 22 applies. NAICS Code: 541330 Size Standard: $4.5M FSC: AD23
