Description
SPAWARSYSCEN Charleston is soliciting information from potential sources to provide engineering, technical, and logistical services for a large number of Government procured/managed Communications Systems and Networks which include, but are not limited to, Navy Network Operations Center (NOC) suites, Fleet Submarine Broadcast System (FSBS), Automated Digital Network System (ADNS), Shipboard Meteorological and Oceanographic Observation System (SMOOS), Navy EHF Communication Controller (NECC), Submarine Communications Support System (SCSS), Mini-DAMA, Automatic Surface Observation System (ASOS), Navy Standard Integrated Personnel System (NSIPS), EHF Communications System, Digital Modular Radio (DMR), Naval Modular Automated Communications System II (NAVMACS II), Submarine Floating Wire Antenna Systems, VHF/UHF Land Mobile Communications Systems, Joint War Fighting Center Suite, Naval Tactical Command Support System (NTCSS) and Integrated Shipboard Network System (ISNS) The following typical tasks shall be performed on the above specified and other Communication Systems and Networks to the extent required under individual Delivery Orders: analytical, design, technical and engineering services; installation planning and equipment/system fabrication; modification and testing services; technical documentation and life cycle maintenance services; training and familiarization development and implementation; and surveys and corrective action. The contractor must have the capability to participate (within 60 minutes of notification) in planning and working sessions at SSC- C facilities in the Charleston, South Carolina and Portsmouth, Virginia areas. The contractor shall be experienced in the design of shipboard and shore Communication Systems and Networks Upgrades, maintenance and testing as applied to the associated systems/equipment for which SSC-C has support responsibility. Performance of work will take place worldwide, afloat and ashore, to include hazardous areas. This is a follow-on requirement to contract N65236-02-D-5840. This notice is for planning purposes only. It is anticipated that a solicitation will be issued for an indefinite-delivery, indefinite-quantity cost-plus-fixed-fee with award term type contract. The contract will include a base year, four (4) one-year options, and two (2) potential one-year award terms. The planned solicitation will be a small business set-aside. The estimated contract value for this procurement is $70 million. Small businesses are invited to submit the appropriate documentation, literature, brochures, and references necessary to support that they possess the required capabilities necessary to meet or exceed the stated requirements. There is a limit of five (5) pages on data submitted. Responses shall be submitted to SPAWARSYSCEN Charleston, Code 025JS, via e-mail to jesse.seaton@navy.mil. Responses must include the following: (1) name and address of firm; (2) size of business, including: average annual revenue for past three years and number of employees; (3) ownership, indicating whether: Large, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, and/or Veteran-Owned Business; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax, and e-mail address; (6) DUNS Number (if available); (7) affiliate information, including parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) and a list of customers for relevant work performed during the past five years, including a summary of work performed, contract number, contract type, dollar value for each contract referenced, and a customer point of contact with phone number. NOTE REGARDING SYNOPSIS: This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government. This is NOT a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of the evaluation. The applicable NAICS code is 541330 with a size standard of $25 million. The Closing Date for responses is 17 February 2006.
