STATEMENT OF WORK FOR COAST GUARD AVIATION TECHNICAL SUPPORT SATELLITE ASSET TRACKING AND HF-ALE VOICE PRIVACY ENGINEERING TECHNICIAN POSITION TABLE OF CONTENTS CONTENTS PAGES C-1 SCOPE 2 C-2 APPLICABLE DOCUMENTS 2 C-3 REQUIREMENTS 3 C-4 PERIOD OF PERFORMANCE 4 C-5 DELIVERABLES 4 C-6 REPLACEMENT FOR NONPERFORMANCE 5 C-7 CONTRACTOR REQUIREMENTS 5 C-1 SCOPE A requirement exists for the Aircraft Repair and Supply Center?s (ARSC) Engineering and Industrial Support Branch to support Commandant G-OCA and G-41, and product line managers at ARSC in the installation, maintenance, and development of Time Compliance Technical Orders (TCTO) of the Coast Guard?s Aviation Satellite Data Communication System and the HF-ALE Voice Privacy (VP) system in rotary wing and fixed wing aircraft. To support this objective, one Engineering Technician will be required to perform technical research, assist with engineering and design development, test and evaluate system performance and write TCTOs applicable to the systems. Performance of task activities may be accomplished both on and off site. The Engineering Support Branch (ESB) will provide guidance for the Chief of ARSC's Engineering and Industrial Support Division (EISD), who is the principal governing official. C-l.1 BACKGROUND The Satellite Asset Tracking system will be designed as an integrated, on board asset tracking system. The system will consist of a Satellite transmitter/receiver system, data port, personal on-board message system, and ground data network. The HF-ALE Voice Privacy (VP) system consists of a control head and relay switching box that will provide Type-3 encryption during HF-ALE operations. The Coast Guard is currently in the process of placing both systems in all Coast Guard aircraft and requires an Engineering Technician. C-1.1.1 The Engineering Technician will assist with the installation of the systems, review technical orders, wiring diagrams, training, detailed technical data packages, development of kits, base lining, and the writing of the Time Compliance Technical Orders for both systems. C-l.2 GOVERNMENT FURNISHED PROPERTY The Government will provide workspace, furniture, consumables, computer hardware and software, use of Coast Guard Master Technical Library, etc. C-l.3 LOCATION OF WORK The work specified in this statement of work shall be performed at USCG ARSC, Elizabeth City, N.C. Some travel may be required. C-2 APPLICABLE DOCUMENTS The contractor shall be expected to perform the requirements of this contract in accordance with the following: C-2.1 COAST GUARD DOCUMENTS C-2.1.1 COMDTINST 13020.1 (Series) Aeronautical Engineering Maintenance Management Manual (latest issuance in effect), associated process guides, and all other publications as mandated applicable per the ARSC Master Publication Index. C-2.1.2 COMDTINST M4105.2, Integrated Logistics Support C-2.1.3 Coast Guard Documents cited in this solicitation may be obtained from Engineering and Industrial Support Division USCG Aircraft Repair and Supply Center Elizabeth City, NC 27909-5001 C-3 REQUIREMENTS C-3.1 GENERAL The contractor shall provide Technical Services necessary to support the Engineering Support Branch. Services falling within the scope of this contract shall include, but not limited to: C-3.1.1 Engineering Technician Engineering Technician Support: The Contractor shall provide support for the Asset Tracking and HF-ALE VP projects, which will be managed by the Engineering Support Branch (ESB) of Engineering and Industrial Support Division at ARSC. The Contractor will assist with the procurement and installation of the systems, review technical orders, wiring diagrams, training, detailed technical data packages, development of A and B kits, base-lining, and write the TCTOs for each system. The Contractor shall also assist the project engineer; perform analysis and devise solutions to complex problems that involve the initiation of research and analysis; develop new methods to solve advanced problems; provide assistance in the formulation of the design of the project; prepare comprehensive technical reports and memorandums containing recommendations that may form the basis for major decisions; direct the preparation of other major technical reports. Furthermore, the Contractor shall perform technical evaluations and provide technical contributions for proposals; provide guidance to other technical personnel; develop and recommend organizational process changes to include new solutions and new technology; prepare comprehensive reports for assigned projects, including analysis recommendations for the future; work closely with the Government to assure project success; develop and maintain Measures of Performance (MOPS); analyze MOPS for maintenance trends, which may lead to product and maintenance improvements. C-3.1.2 Possession of a Secret security clearance is required. The Contractor shall submit required DD-254 Forms and shall be responsible for obtaining the clearance. C-3.1.2 Work Hours The contractor shall provide 40 man-hours per week to accomplish the tasks listed in paragraphs C-3 for a total of 40 man-hours per week. C-3.1.2.1 Duties of this position may require overtime work with extended duty days and work outside of normal duty hours, including evenings, weekends and holidays. Little advance notice is available regarding when such work will be required. Overtime work may be required both at the home duty station and at other locations. All overtime work must be approved by the Contracting Officers Technical Representative prior to the work being performed. C-3.1.3 Right To Waiver Specifications The government reserves the right to waive any specification. 3.2 TASK DESCRIPTIONS 3.2.1 Satellite Asset Tracking and HF-ALE VP Engineering Technician 3.2.1.1 Function as an Engineering Technician in the procurement and installation of Asset Tracking and HF-ALE VP systems on board Coast Guard aircraft. 3.2.1.2 Assist with the development of schedules, workflows, budgets, material requirements and usage charts for the Coast Guard Asset Tracking and HF-ALE VP projects. 3.2.1.3 Assess the installations to make sure the wiring and sensor installation complies with NAVAIR01-1A-505, MIL-W-5088L, OEM equipment specifications and all required Federal Aviation requirements. 3.2.1.4. Assist with the development of the integrated logistics support plan using COMDTINST M4105.2 3.2.1.5 Develop installation TCTO?s for each type of aircraft using the format provided by the Coast Guard 3.2.1.6 Monitor external military and civilian markets for introduction of new tools or models with potential Coast Guard applicability, including papers presented during Professional Symposia. 3.2.1.7 Support information and report development data requests from Aircraft Computerized Maintenance System (ACMS) Maintenance Analysts as directed by the Contracting Officer Technical Representative (COTR). 3.2.1.8 Review the illustrated parts breakdown and component manuals for all equipment installed. 3.2.1.9 Review Original Equipment Manufacturer (OEM) installation and operating instructions 3.2.1.10 Monitor and manage the development of all ground support Tracking Software and all network data routing paths. C-4 PERIOD OF PERFORMANCE Performance will be for a period of one year from date of award with four one year options if exercised. C-5 DELIVERABLES C-5.1 MONTHLY PROGRESS REPORTS A monthly progress report shall be submitted by the 15th day of each month to the COTR, detailing the previous month's accomplishments of sections 3.2 and shall include, but is not limited to, the following: C-5.1.1 Schedule workflows, budgets and material requirements for assigned programs C-5.1.2 Engineering Analysis reports as required. 5.2 PROJECT FILES 5.2.2 The contractor shall submit all project files to the Coast Guard upon completion of a project. C-6 REPLACEMENT FOR NONPERFORMANCE The Coast Guard Contracting Officers Technical Representative (COTR) has the right to request the contractor replace personnel provided in support of this contract for reasons of nonperformance. If so requested, the Contractor shall have 60 days to provide a replacement individual of equivalent job skills from the date of written notification. C-7 CONTRACTOR REQUIREMENTS C-7.1 CONTRACTOR TRAVEL As directed by the Contracting Officer, the contractor may be required to travel to various locations to effectively perform the requirements of this contract. When travel is required, the contractor will be reimbursed for expenditures in accordance with current Joint Federal Travel Regulations. USCG ARSC form TRIP REQUEST FOR CONTRACTOR TRAVEL will be submitted and approved by the COTR prior to any travel. C-7.2 CONTRACTOR TRAINING If the government determines additional training is required, the government will provide required funding for tuition and travel in accordance with current Joint Federal Travel Regulations. C-7.3 CONTRACTOR PRIVILEGES The contractor shall have access to ARSC's Technical Engineering facilities, material, software and computers to conform with the requirements of this Statement of Work. C-7.4 CONTRACTOR PERSONNEL QUALIFICATIONS All services provided under this contract shall be rendered by or supervised directly by individuals fully qualified in the relevant profession, trade or field, and holding any licenses required by law. C-7.4.1 In addition to having at least four months of technical training in electronics from either military ?A? school or public/private technical certification program, the Contractor shall have the following Knowledge, Skills and Abilities. C-7.4.1.1 Knowledge of aircraft system functions and performance characteristics. C-7.4.1.2 Knowledge of aircraft flight operations and flight procedures. C-7.4.1.3 Knowledge of computer programming and software design. C-7.4.1.4 Knowledge of aircraft data systems such as MS-1553, ARINC-429. C-7.4.1.5 Knowledge of most common computer operating systems and proficiency in Microsoft Word, Microsoft Power Point, Microsoft Excel and Microsoft Project. C-7.4.1.6 Ability to communicate in writing and to express complex technical matters in terms easily understood by non-technical readers. C-7.4.1.7 Ability to orally communicate technical matters articulately. C-7.4.1.8 Ability to present briefings before large audiences at conferences. C-7.4.1.9 Ability to plan and execute solutions to unique investigative problems. C-7.4.1.10 Ability to maintain good working relationships, including sensitivity to foreign cultures. C-7.4.1.11 Ability to organize large volumes of complex information and display the information in logical formats, which demonstrate inter-relationships. C-7.4.1.12 Ability to originate new ideas, projects, studies and methodologies. C-7.4.1.13 Ability to advise and teach others concerning technical matters. C-7.4.1.14 Ability to understand and work with mechanical systems. C-7.4.1.15 Ability to use hand tools and operate power tools.
