Description

The NTC Acquisition Command, Fort Irwin, CA intends to issue a 100% small business set aside solicitation on or about February 20, 2006 for Crane inspection, maintenance, certification, and repair. The contractor shall furnish all labor, equipment, t ools, material, transportation, supervision, and all necessary items to perform inspection, weight testing and certification of hoists and inspection, repair, and preventative maintenance checks and services of lifting devices. The contractor will establi sh a preventive maintenance schedule and historical log on each crane listed. Likewise, the contractor will establish a checklist unique by location and tonnage that will be maintained at the location of each crane and with the Contracting Officers Repre sentative (COR). Location of Work: Ft. Irwin, CA is located 37 miles north of Barstow, CA. Title 8 California Code of Regulations (CCR). Articles 99 and 100 inclusive will be considered the primary standard for preventive maintenance, inspections, and tes ting of lifting devices for this contract. When provisions outlined in Technical Bulletin (TB) 32-0142, Safety Inspection And Testing of Lifting Devices dated 28 February 1997 or CFR Code of Federal Regulation (CFR) 1910.179 through 1910.194 inclusive, or the American National Standards Institute (ANSI) (1973), is more restrictive and establishes a higher standard of performance and safety or specifies additional requirements not included in Title 8 CCr, Articles 99-100, these requirements will be mandatory standards. PROPOSALS WILL BE EVALUATED USING TECHNICALLY ACCEPTABLE LOW PRICE AWARD. A solicitation outlining specific requirements will be issued on or about February 20, 2006. The NAICS code for this project is 811310. THIS PROCUREMENT IS 100% SMALL BU SINESS SET ASIDE. All potential offerors are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998), lack of registration in the CCR database will make an offeror ineligible for award in accordance with FAR 5. 102(a) (7). A pre proposal conference and site visit will be held. The date, time, and location will be posted on this website. This conference will provide general information such as how the evaluation process works at the NTC Acquisition Command, Fort I rwin office, important things to remember for a successful proposal, past performance information, etc. An organized site visit will follow the conference. Unescorted site visits may be arranged separate from this date and time by contacting Jack Neece at 760-380-6513. Access to Fort Irwin requires check in at the front visitors center, vehicle registration, proof of insurance, and valid photo identification.
