Description

A MARKET SURVEY is being conducted to determine if there are adequate SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors for this proposed project which meet the specific criteria for a competitive set-aside award. The proposed contract will be for design and construction of a new 50,000 square foot Academic Facility at Wright Paterson Air Force Base, OH. The 3 story educational type facility with two elevated walkways to the existing Academic Building will include class rooms, laboratories, design center, conference rooms, computer support, video studio, administration space including the Commanders Suite s and student lounge areas. Construction features include reinforced concrete foundation and floor slab, structural frame, roof systems, masonry walls and elevator. Exterior construction includes parking for visiting dignitary, a courtyard, building service area, sidewalks, supporting utilities, force protection measures and landscaping. This project is planned for advertising in April 2006, with award scheduled in August 2006. Contract duration is 480 days. NAICS Code is 236220. The estimated cost range is between $10,000,000 and $25,000,000. 20% of the work must be self-performed. All interested SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail, email or fax within 15 calendar days of the posting date of this announcement before 4:00 PM Lo uisville time. Responses should include:(1)Identification of the company as either a SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business, (2) Past Experience - describe completed projects that are design build similar in size and scope to the proposed project with emphasis on cast-in-place structural concrete and masonry construction and educational type buildings with office space for commander type level positions, the percentage of self-performed work, what work was self-performed, and the performance rating for the work, (3) Letter from bonding agency indicating performance and payment bonds approval for a project in the dollar range listed above, (4) a statement verifying the contractor will self-perform 20% of the work and how it will be accomplished. NOTE: If qualified SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors do not respond, this planned action will be an unrestricted competitive procurement. NOTE: This is not a Solicitation Announcement or Request for Proposal, and it does not constitute any commitment by the Government. No award will result from this Market Survey. The purpose is to conduct market research to gain knowledge of potentially q ualified sources. Responses to this Sources Sought Notice will be used by the government to make appropriate acquisition decisions.
