Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912EQ-06-Q-0001 and is being issued as a Request for Quote (RFQ). This solicitation incorporates Wage Determination No. 94-2495 REV (29). This is an UNRESTRI CTED procurement. The associated NAICS code is 238210 with $12 M. All responsible sources may submit a quotation, which shall be considered by the agency. Quotes may be submitted in hard copy or electronically, either through regular mail, email, or by facsimile. Regardless of method of delivery, it is the offerors responsibility to ensure receipt of quotes by the time and date stated herein. Contractors shall submit a lump sum quotation to include all charges. Scope of Work Contractor will perform overhaul to the center section of (3) 3606 Caterpillar marine propulsion engines. The work will be performed at Ensley Engineer Yard, 2915 River Port Rd. Memphis, Tennessee 38109, aboard The Motor Vessel Mississippi. Normal business hours at Ensley Engineer Yard are 0700-1530 Monday through Friday. Contractor hours may be adjusted by coordinating with Billy Jones, 901-544-3067 or Cell 901-258-0829. Point of Contact will be Billy Jones too. Listed below is a detail parts list to be replaced upon overhaul. Customer shall be notified of any parts found upon disassembly that will not meet Cat reusability guidelines, and customer shall be notified of part(s) in question. Contractor shall wait fo r customer approval before ordering any parts in question. Remove cylinder heads Inspect cylinder block. Remove piston and rod assemblies. Remove all rod/main/thrust bearings. Inspect crankshaft. Replace all rod/main/thrust bearings. Replace pistons and all rings. Replace all rod bolts. Replace all necessary gaskets and seals for repair. Assemble engine. Replace all engine oil/fuel filters. Adjust all synchronization rods. Adjust inlet/exhaust/injector clearances. Test run engines for 4 hours against bank. The person(s) performing repairs shall be certified 3606 Caterpillar Technicians that have attended the Caterpillar 3606 Master Mechanic School in Peoria, Illinois. These are the only people capable of doing a correct overhaul on our marine main engines. All work must be completed and engines tested on or before 10 March 2006. They must pass inspection by Government personnel. Contractor shall furnish warranty in accordance with industry standard upon completion of the job, minimum of one year. Contractor shall submit completed clause 52.212-3, Offerors Representation and Certifications, Commercial Items.
