- THIS IS A REQUEST FOR INFORMATION ONLY. This announcement constitutes a Source Sought Synopsis. This is not a Request for Proposal and will be used to identify SBA Certified 8(a) and/or HubZone and Service Disabled Veteran-Owned Small business firms for the purpose of determining how the solicitation will be advertised. We are seeking SBA Certified 8(a) Firms certified in the Small Business Administration Region IV, which includes the States of Kentucky, Tennessee, North Carolina, South Carolina, Geo rgia, Alabama, Mississippi and Florida. Also, we are seeking HubZone and Service Disabled Veteran-Owned Firms nationwide. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Gove rnment, implied or otherwise, to issue a solicitation or award a contract. The Jacksonville District of the US Army Corps of Engineers is planning two separate features of work to be constructed along the south shore of Ponce de Leon Inlet and includes a b ase bid and one option. The Base Bid consists of construction a 1,000-foot seaward extension of the south jetty to the east. The extension will tie into the existing south jetty and will be tapered to provide a smooth transition. The extension crest ele vation will be +7 feet, MLW, which matches the crest elevation of the existing south jetty. The crest width will be 15 feet with a front and back slope of 1 vertical on 1.5 horizontal. Armor stone thickness will be 10 feet with core layer thickness depen dent upon existing ground elevation. A 30-foot wide scour apron will be constructed over the toe of the extension on the inside (north side) of the jetty and will vary in thickness depending upon bottom elevation, top elevation will be set at -4 feet, MLW . Both extension and scour apron will rest on a 2-foot thick layer of bedding stone that will be placed over non-woven geotextile filter fabric. The base of the structure will be at elevation -10 feet, MLW, or on existing bottom, whichever is deeper. Am our stone size will range from 7 to 12.5 tons and will have a density of 165 pounds per cubic foot. Core stone will range from 500 to 2,500 pounds and will have a density of 165 pounds per cubic foot. The bedding stone will have a density of 140 pounds p er cubic foot. Total quantities of materials required for construction of the structure are approximately: 32,800 tons of amour stone, 13,000 tones of core stone, 10,500 tons of bedding stone, and 11,800 square yards of filter fabric. The Option Bid Ite ms consists of constructing a concrete walkway over approximately 650 feet of the existing south jetty and over approximately 550 feet of the new 1,000-foot jetty extension. Total quantities of materials required for construction of the walkway are approx imately: 1,300 tons of core stone, 100 tons of chinking stone, 160 cubic yards of non-reinforced concrete, 110 cubic yards of reinforced concrete, and 2,850 linear feet of aluminum handrails. This item of work is for the local sponsor, the Ponce de Leon Port Authority. The Magnitude of Construction is between $5,000,000 and $10,000,000. Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief d escription of your companys capabilities. The contractors should provide brief references of jobs they have performed and the magnitude of construction. Also, interested contractors must include bonding information (on the bonding company letterhead) that the company has the capability of receiving bonding up to $10 million. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardle ss of size shall be eligible and encouraged to compete for this project. REMEMBER: DO NOT REGISTER AS A PLAN HOLDER AT THIS TIME. THE FINAL PLANS AND SPECIFICA TIONS WILL CARRY A DIFFERENT IDENTIFICATION NUMBER AND REGISTRATION WILL BE REQUIRED AT THAT TIME.
