Description
OPM049-06-0031 Sources Sought. This is a request for information purposes only. NO SOLICITATION WILL BE ISSUED IN RESPONSE TO THIS ANNOUNCEMENT. The U.S. Office of Personnel Management (OPM) may issue a solicitation for services of a contractor to provide hotel accommodation, meeting space, audio visual equipment rental, refreshments, working lunch, continental breakfast and reception. The facility must be at a downtown Washington, DC hotel/conference center where meeting space and lodging rooms are in the same building. It is preferred that the facility be on, or close to, a Washington Flyer airport transportation drop-off/pick-up stop. There will be one session either on July 18-20 or July 25-27. For the session, lodging will be needed Monday through Thursday. Peak room use will be expected on Tuesday and Wednesday nights at about 55 rooms per night; Monday and Thursday nights room use is expected to be about 10 rooms per night. Participants will pay separately for their own lodging. All lodging rates must be at or below the Federal Travel Regulations Federal Government per diem rate for Washington, DC with a minimum of one complimentary lodging room per every 50 revenue room nights actually used by the conference. The contractor shall provide the following: (1) Plenary session room able to hold up to 75 attendees classroom style (2 persons per 6 foot table preferred), (2) Up to two breakout rooms to hold 40 people theater style each day, (3) Registration area adjacent to plenary session room equipped with two 6-foot tables with 4 chairs for registration and two 6-foot tables for handouts. The registration table must have one phone with incoming/outgoing line and electrical outlets in close proximity, (4) Space near the plenary session room for morning coffee service and afternoon refreshment service, (5) Space for an evening (5-7 pm) reception, and lunch and continental breakfasts during the conference, (6) Space for a speaker ready room located near the plenary session room, (7) Audio visual equipment, (8) Space for reception with light hors d?oeuvres and cash bar for 85 participants on Tuesday evening, (9) AM continental breakfasts for 75 participants on Wednesday and Thursday, (10) Lunches for 75 participants on Wednesday and Thursday, (11) Wednesday and Thursday AM and PM refreshment breaks for 75 participants located near plenary session room and (12) Complimentary staff parking for two cars at the hotel, from Tuesday 11:00 a.m. through Thursday 3:00 p.m. The hotel facility must be approved by the Federal Emergency Management Agency and listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. The hotel facility must be in compliance with the American with Disabilities Act and the Hotel and Motel Fire Safety Act of 1990. The purpose of this synopsis is to ask small business concerns to submit capability statements to evaluate as a basis for determining whether this acquisition should be conducted as a small business set-aside pursuant to Federal Acquisition Regulation Subpart 19.5. No contract will be awarded as a result of this notice. A separate synopsis will be published prior to the release of the solicitation. The North American Industry Classification System is 721110. A small business is defined as having an average annual net income of $6,500,000 or less over the past three years. OPM requests small business concerns submit capability statements that include a description of the company?s facility and its ability to meet the above requirements. It is important that submitted capability statements must include complete information addressing each of the above information requirements; size and quality of services and accommodations; location; and experience with similar conferences. Capability statements will be reviewed to determine whether the contract may be a set-aside for small businesses. Responses to this synopsis must be received no later than 12:00 p.m. on February 21, 2006.
