- This is a combined synopsis/solicitation to establish a contract for commercial services (Instructor-Marine Electrical Trades Training Program) and is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quotation Number is HSCG40-06-Q-40271. THIS REQUIREMENT IS 100% SET-ASIDE FOR SMALL BUSINESSES. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. The applicable North America Industry Classification System (NAICS) Code is 238210 and the business size standard is $13 Million. STATEMENT OF WORK: The Instructor shall be responsible for teaching the Marine Electrical portion of the U.S. Coast Guard Yard?s Trades Training Program and to consult with the Coast Guard Yard?s Trades Training Program Advisory Committee on program policy and curriculum to assure that the Yard maintains expertise in their Electrical trade. The Instructor shall be responsible for making lesson plans, presenting course material, maintaining attendance records, maintaining discipline in the classroom and issuing grades. This solicitation is for one (1) seventeen (17) week semester with an option for one (1) additional twenty (20) week semester, including attendance at two (2) Trades Training Committee meetings per semester. These meetings will be two (2) hours in duration each. Instruction for initial semester (Item 0001) shall take place on Wednesday mornings from 7:00 AM to 11:30 AM. Day and time for Instruction of option semester shall be determined at a later date; however it shall occur between Monday thru Friday and 7:30AM through 4:00 PM and is estimated, for evaluation purposes, at one (1) four (4)-hour day per week. All services shall be performed at the U.S. Coast Guard YARD located at 2401 Hawkins Point Road, Baltimore, MD 21226. EQUIPMENT RESPONSIBILITY: The U.S. Coast Guard YARD will supply basic materials including text books. Additionally, the Coast Guard will supply the training facility where office space, computer, and a telephone will be made available for use for the duration of this contract. The following Federal Acquisition Regulation (FAR) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors-Commercial Items (Jan 2006) and the following addenda: REQUIRED TECHNICAL QUALIFICATIONS ? The Instructor shall have an in-depth knowledge of: 1) The Marine Electrical field to include shipyard marine trades including at a minimum, shipfitting, marine welding, boat joining, marine electrical, and marine engineering and how they interact with one another. 2) Safety practices and how they effect the operating environment of a shipyard. 3) Quality Management Program as it relates to the daily duties of shop personnel. 4) State-of-the-art techniques used in industry today. 5) The experience in providing instruction as part of Trades Training or similar program to include preparation, grading, and classroom instruction as required. 6) The instructor shall have completed an apprenticeship or equivalent program in the Marine Electrical field and served as a journeyman in the Marine Electrical field. 7.) Instructor shall have extensive experience in the Marine Electrical Trade. PROPOSAL PREPARATION INSTRUCTIONS: Technical Proposal: The offeror shall submit a technical proposal that documents his/her qualifications, as it relates to the technical qualifications above. Offeror shall respond to each Technical Qualification outlined, 1 through 7 above. A proposal that merely states that the instructor will meet all the requirements of the solicitation may be determined technically unacceptable. Any offer submitted shall include details of the types of experience, including marine experience for each proposed instructor. The proposal shall also include details that confirm that the offeror is capable of supplying a qualified instructor within two (2) calendar days after receipt of award. Past Performance: Offeror shall supply at least one (1) recent and relevant recommendation for past performance evaluation purposes. Price Proposal: Offeror shall provide pricing for ITEM 0001, Trades Training Program Instruction, Marine Electrical, One (1) Semester, In Accordance With Above Statement Of Work: Quantity: Est. 76.50 Hours; ; and OPTION ITEM 1001, Trades Training Program Instruction, Marine Electrical, One (1) Semester, In Accordance With Above Statement Of Work: Quantity: Est. 80 Hours; Offeror shall PROVIDE THE HOURLY LABOR RATE AND EXTENDED TOTAL for Items 0001 and 1001. Note: Proposed labor rates shall include all costs to perform the required services, including travel. Hourly labor rates shall remain fixed throughout the performance period of the resulting contract. In the event of inclement weather, contractor shall call the Coast Guard Inclement Weather Hotline at (410) 636-7910, Option 1. If the recording announces that the U.S. Coast Guard YARD is closed, contractor shall NOT report to the YARD. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) and the following addenda: PROPOSAL EVALUATION: The Government will evaluate all offers to be qualified for award as follows: If it is determined in the best interest of the Government, the Government reserves the right to make more than one award in response to this solicitation. The Government will review each proposal submitted in response to this solicitation and make award to the offeror who submits the best proposal for supplying an Instructor with the qualifications listed above. The Government will consider price as a factor in the evaluation, but the Instructor?s technical qualifications are more important. Past Performance information will also be considered. The experience will be evaluated for its relevancy and should be recent. Any offeror without a record of relevant past performance or for whom information on past performance is not available, will receive a neutral evaluation. The evaluated price will be obtained by multiplying the quantity for each item times the proposed price. The totals will then be added together to achieve a final price for evaluation purposes. Price evaluation will be performed by the Contracting Officer to determine the reasonableness of each proposed price and to determine the Offeror?s understanding of the work and ability to perform the contract. The Government reserves the right to make an award without discussions. This requirement will be awarded on an all or none basis.
