Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a written document will not be issued. The Department of Commerce, NOAA intends to solicit and negotiate with only Agilent Technologies, 395 Page Mill Road, Palo Alto, CA 94303, on a sole source basis for the procurement of 8 each Whole Mouse Genome Oligo Microarrays, Part Number: G4122A; 3 each RNA 6000 Nano LabChip Kits, Part Number: 5065-4476; 3 each DNA 500 LabChip Kits, Part Number 5064-8284; 2 each Whole Rat Genome Oligo Microarrays, Part Number: G4131A. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), Only One Responsible Source. The applicable NAICS number is 339999; the small business size standard is 500 employees. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This is an unrestricted procurement. The requirement will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13.5. Closing dates for receipt of quotes is 23 February 2006, 3:00 PM ESDT. Offerors must have a valid DUNS Number and be registered in the Central Contractor Registration (CCR) database. Quotes may be submitted on company letterhead stationary and must include the following information: Nomenclature, Part Number, Unit Price, Extended Price, Delivery, F.o.b. Shipping Terms, Payment Terms and discount offered for prompt payment, and must include the required FAR 52.212-3 Offeror Representations and Certifications?Commercial Items (Mar 2005) of which copies can be obtained by downloading the document from www.arnet.gov/far/, by email request or by calling the agency. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-8. No Defense Priorities and Allocations System (DPAS) rating assigned. SOLE SOURCE JUSTIFICATION Agilent is the only company whose microarrays are manufactured with specific controls that are recognized by the Feature Extraction software used to analyze the images. The loss of these controls will compromise the analysis. The Agilent microarrays have specific control features that are recognized by National Ocean Service?s instrumentation which allows maximum data mining and quality assurance. NOS scientists have 2 years of data processed with these products and the cost to migrate similar products would cost approximately twice as much as the Agilent consumables. See Numbered Note 22.
