Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Southern Region Contracting Center-East, Fort McP herson, GA is conducting market research to determine the extent of small business sources capable of performing as prime contractors for a multifunctional requirement to provide Engineering and Logistics Support Services at Fort Rucker, AL, in the followi ng functional task areas: 1. Buildings and Structures Maintenance; 2. Utility Systems and Propane Peaking Plant Operation and Maintenance; 3. HVAC Systems Operation and Maintenance; 4. Grounds and Surfaced Area Maintenance; 5. Pest Control; 6. Self-H elp Services; 7. Installation Transportation Services; 8. Base Supply Services; and 9. Material Maintenance. This requirement will cover a wide range of functions required to provide complete base operating support to installation customers while focusin g on quality practices. Services shall be performed at the following locations: All major commands located at Fort Rucker, AL, in and around a 75-mile radius of Fort Rucker, AL , southern Alabama, southern Mississippi, northern Florida, U.S. Aviation War fighting Center, all tenants activities located at Fort Rucker, reserve units, and other organizational elements having support agreements with Fort Rucker. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 561210; small business size standard is $32.5 Million. The Government will not reimburse any concern for any information that is submitted in response to this sources sought request. Any information submitted is voluntary. Firms submitting responses should indicate whether they are small, small disadvantaged, 8(a), HUBZone, veteran owned, or woman owned. All small business concerns are required to submit a written Capabilities Statement demonstrating ability to perform the following: 1. Manage compl ex, multi-functional Government requirements similar in complexity to the above-stated functional task areas covering a wide range of Directorate of Public Works or Directorate of Logistics (or combination thereof) activities. Small Business concerns shal l identify the largest, most complex contracts performed over the last five years with a description of what each contract provided, dollar value of each contract, and a point of contact with a telephone number at the contracting activity for each contract . Small business concerns shall indicate whether they served as prime contractor or subcontractor on the referenced contracts; 2. Gross annual receipts for the past three years; 3. Past performance information demonstrating relevant past experience in any of the functional task areas referenced above; 4. Current successful teaming arrangements with other small businesses and/or large businesses. If small business concerns cannot perform all functional task areas as the prime contractor, they must be capab le of performing at least 50 percent of the total work if plans are to subcontract portions of work. Small businesses shall identify which of the functional task areas they will be performing as a prime contractor, as well as areas they would be intereste d in performing as subcontractor. All interested business concerns are required to respond to this SOURCES SOUGHT announcement via email by 17 Feb 06, 2:00 p.m. E D T. Responses must include company point of contact, email address, telephone number and fax number. The information provided in response to this SOURCES SOUGHT announcement will be used to finalize the acquisition strategy for this requirement. If it is determined that responses received from small business concerns do not support capabilit y to perform as a prime contractor in all task areas and locations, the final acquisition strategy may provide for this requirement to be competed on an unrestr icted basis using full and open competition. Large business concerns are not prohibited from responding to this announcement and are not required to submit capabilities statements.
