- This acquisition is for commercial items or services. The Contractor shall provide, labor, supervision, materials, supplies, transportation, fuel, and equipment as necessary to maintain the areas described in the Performance Work Statement (PWS) and elsewhere in the contract at the Smithville Lake, near Smithville, Missouri in a clean and maintained condition. The PWS is included in the solicitation. The Contractor shall perform tasks listed in Section C-5. The contractor will provide all services necessary to pick up ground litter as specified and empty and clean refuse containers listed in the PWS. Refuse from the receptacles and dumpsters shall be transported to, and disposed of by the Contractor at a State licensed Landfill off government prope rty. Commercial practices shall be used in accordance with the attached requirements. This proposal will provide a 1-year contract with 4 years of options which will subsequently be awarded yearly based upon the contractors performance from the previous year. Prices submitted will be used for the duration of the contract. All refuse cont ainers, 55 gallon will be provided by the government, as well as Contractors Daily worksheets. This solicitation contains a base period plus four option periods if exercised. The base year period of performance runs from 01 May 2006 to 30 September 2006. The period of performance for Option period 1 runs from 01 May 2007 to 30 September 2007. The period of performance for Option period 2 runs from 01 May 2008 to 30 September 2008. The period of performance for Option period 3 runs from 01 May 2009 to 30 September 2009. The period of performance for Option period 4 runs from 01 May 2010 to 30 Sept ember 2010. The government will award a contract from this request for proposals to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and non-price related factors considered. Factor 1 Past Performance will be evaluated for the quality of services, timeliness of performance, and customer satisfaction on other contracts performed. Factor 2 - Experience Past experience with the Corps of Engineers and in areas related to the work requ ired in this solicitation. Factor 3 - Price. Factors 1and 2 when combined are significantly more important than price. All responsible sources may submit an offer, which will be considered by this agency.
