Description
POINT OF CONTACT FOR THIS SOLICITATION IS MR. ALLEN HARRISON AT FAX: (251) 694-3626. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. This project is a Best Value, two-step d esign-build solicitation. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) package. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and usable facilities, as described in the RFP documents. One solicitation will be iss ued covering both steps. Proposals will be evaluated in Step One to determine which offerors will submit proposals for Step Two, and an amendment will be issued to those selected offerors. Selection of offerors for involvement in Step Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Step Two stage of the Request For Proposals. A limited number of firms will be invited to partici pate in the second step. In general, work will consist of the following: Design and construct a 98,900 square foot Systems Software Engineering facility. Major features include laboratories and engineering work spaces with automated data processing attri butes, group coordination and training spaces, supervisor and support administrative spaces, high-bay equipment test area, storage spaces, and vault areas. Supporting facilities include utilities, exterior communications, sewage lift station with outfall l ines, and site improvements. Demolish a total of 106,176 s.f. Accessibility for the handicapped will be provided. Antiterrorism/Force Protection (AT/FP) measures include a perimeter security fence, intrusion detection system, and laminated glazing. Es timated cost range of the project is from $10,000,000 to $25,000,000. The North American Industry Classification System (NAICS) code for this project is 236220. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitat ions. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registrati on for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to self-r egister their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax re quests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Con tractors responsibility to check this web page daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made th rough this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
