Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation does not have a number, but can be ref. by PR W26MT9-5261-1001, the solicitation is issued as request for proposals (RFP). The National Ground Intelligence Center have a requirement to procure up to 5 Tactical Battlefield Exploitation Kits (TBEK) and associated training per year to meet deployment and rotational deployment requirements. The contract will exist for one base year and to include 4 options years as well. This effort requires potential rapid delivery of the equipment and training to begin by 1 March 2006 if possible. The TBEK kits are commercial-of-the-shelf (COTS equipment) that the contract recipient will assemble, test, and integrate into pelican cases. The contract recipient will develop the full training course for this kit. The Project will consist of three (3) discrete tasks for which the contractor will be responsible: 1) Procure, Test, and Integrate; 2) Training Instruction; 3) Support to Subsequent Tra ining. TASK 1PROCURE, TEST, AND INTEGRATE TBEK: The contract recipient will purchase, test, and integrate all component equipment and software for up to 5 complete TBEK suites. The contract recipient will inventory and integrate the TBEK equipment into P elican cases for deployment to the contract recipients facilities. Software components will be integrated using the AirLite VI forensic workstation system. Each separate forensic software tool will be loaded onto this AirLite and then tested to ensure all forensic imaging and analysis functions can be performed with the various types of media that may be encountered. Conclusion of integration and testing will include a back-up replacement hard drive that is an exact image of the final integrated AirLite s ystem. This back-up hard drive is designed to allow the user to quickly swap it into the AirLite so that the system can be restored immediately in the field if any corruption of the system occurs. The contract recipient will deliver all TBEK suites and th e list of Expendables as they exist, to the yet to be identified government facility, 30 days prior to the commencement of training. The contract recipient shall receive written notice of the location training will commence and time, NLT 60 days prior. L onger lead times for certain TBEK components may cause them to be added to the suites post training time. Any equipment not delivered by the due date will be delivered to the training location as soon as it has been received and tested. TASK 2TBEK TRAINI NG: The contract recipient will conduct up to three one-week training classes to be held at a Government directed training facility. Courses will begin upon delivery of the TBEK suites, as training is hands-on use of this equipment suite. Training will b e scheduled and conducted with a minimum of one week between classes. Class size is limited to no more than 2 students per TBEK suite. Each course will consist of 40 hours of instruction on TBEK suite components and will consist of highly specialized dig ital forensic training to encompass the following blocks of instruction: " Introduction to forward deployed media forensics " Evidence collection and handling procedures " Forensic imaging of digital media (with Hands-on exercises) " Using the Image MASSter Solo for media imaging (with hands-on exercises) " Using the EnCase forensic suite for media analysis " Email recovery and analysis " Cell phone forensics and analysis (w hands-on exercises) " Digital X-Ray operation (with hands-on exercises) " TBEK system back-up and restoration procedures Task 3PROVIDE SUPPORT TO FOLLOW ON TRAINING: The contract recipient will provide 96 hours of technical suppor t to the training courses being conducted by a contractor designated by TWSG which will be taking place in conjunction with the TBEK training. Support will consist of technical advice and on-site assistance for field exercises that include various compo nents of the contract recipients training such as cell phone forensics. Travel to the Government directed training facility may be required for planning and possible participation in the field exercises. The contractor will deliver up to 5 complete TBEK k its and all associated software. The contractor will provide all required training materials. Government furnished information and equipment is not required. The contractor shall provide all facilities and equipment required for the accomplishment of this task, except for training, which will take place at a designated Government facility. The period of performance for this effort is from 15 September 2005 through 15 September 2010. The primary place of performance will be the contractors facility with training being conducted a Government directed training facility. Contractor will be required to travel to the Government directed training facility to support a maximum of three training class sessions.
