Description

Presolicitation notice for an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with the U.S. Fish & Wildlife Service (USFWS) for the planning, design, fabrication and installation of interpretive panels and related support services for Region 6. Region 6 consists of the following states: North and South Dakota, Montana, Wyoming, Utah, Colorado, Nebraska, and Kansas. This contract is designed to respond to the needs of the region for panels at contact stations, outdoor kiosks, and other indoor and outdoor facilities. Some work may occur in other locations not owned by the USFWS, but in which there is a partnership or agreement to place interpretive media. The interpretive products will be used to demonstrate the natural and cultural values of USFWS lands, facilities, management programs and associated plant and wildlife. The contract will provide field stations and the regional office with assistance in updating or replacing old and outdated interpretive panels and in producing new interpretive panels for field stations and other locations. The work will involve preparing costs estimates, planning, subject research, copy writing and editing, illustration development, graphic design development, photo research, fabrication of interpretive panels, delivery of interpretive panels, installation of panels, and the design, construction, and installation of panel framing/mounting systems. Two contracts will be awarded in order to satisfy these requirements. This IDIQ contract will consist of (1) one base year and (4) four 12-month option periods. The guaranteed minimum amount for the contracts awarded will be $25,000 for the five (5) year period of performance (i.e. the Base Period and all four (4) 12-month option periods). The estimated maximum "non-guaranteed" amount is $300,000 per year for an estimated total of $1,500,000 for the Base Period and four 12-month option periods. Task orders will range from $500 to $300,000. Award will be made to the responsive, responsible offeror whose proposal offers the overall best value to the Government based on evaluation of solicitation technical, past performance, and price factors. Solicitation technical proposal requirements will include list of past projects, samples of finished panels, offeror experience, submittal of project management plan, and personnel capability (i.e. resumes). The North American Industry Classification System (NAICS) code for this acquisition is 541430 and 339999. The solicitation will be issued on or about the March 2, 2006 with a closing date of on or about April 6, 2006. The solicitation will be available through the Governmentwide Point of Entry (GPE) (http://www.fedbizopps.gov). This acquistion is a 100% total small business set aside.
