- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on a competitive basis, one (1) injection seeded Nd-YAG laser system for spontaneous Raman scattering with an optical parametric oscillator (OPO), and an integral frequency doubler (FD). The system must meet or exceed the following specifications: Nd-YAG Laser with: Pulsed repetition rate of 10Hz, Pulse energy of 1500 milli Joules (mJ) or higher at 1064 nm with pulse to pulse stability of +- 2%, Pulse energy of 800 mJ or higher at 532 nm with pulse to pulse stability +-3%, Pulse energy of 425 mJ or higher at 355 nm with pulse to pulse stability +-4%, Pulse energy of 150 mJ or higher at 266 nm with pulse to pulse stability +-8%, To include all crystals, all harmonic separators, and all beam dumps for these wavelengths, To include thermal stabilization for the harmonic crystals (or some other form of stabilization that accounts for temperature drift), To include injection seeder for a stable output wavelength of bandwidth less than 0.003 wave numbers, Pulse width of 12 nano seconds (ns) or less (for 1064 nm, slightly shorter for harmonics), Smooth pulse temporal profile, Pulse jitter of lower than 1 ns, Beam divergence of less than 0.5 milli radian, Beam pointing stability of lower than +- 50 micro radians, Near Gaussian beam spatial mode (>95% in the far field), Sealed beam path for protection against dust/dirt, Easy flash lamp replacement without requiring realignment of the laser cavity, Flash lamp lifetime of 30 million pulses or higher, To include laser power supply and controller, To include harmonic generator and 355 dichroic separators, Operable with optical parametric oscillator and frequency doubler, Active beam positioning and divergence control, and Enhanced energy option. Optical Parametric Oscillator (OPO) with: OPO output energy of 60mJ when pumped by 425mJ at 355 nm, Tuning range from 220 nm to 4 micrometers, Horizontal polarization > 97%, Beam diameter of 5mm, Active stabilization of beam pointing and UV energy, Round beam shape +/- 20%, Beam divergence of < 1 milliradian, Beam pointing stability of < 200 microradians, Pulsewidth of 2 ns < than pump, Resettability of <1 x linewidth, Electronic readout accuraty of <10 x linewidth, Long term stability of <1 x linewidth/oC/hour, Pulse to pulse stability of +/- 10%, Timing jitter of < 2ns, Linewidth of < 0.075 cm-1, Scan rate of 0.125 nm/sec, and To include power supply and controller. Frequency Doubler (FD) with : Tuning range of 220-450 nm, Nominal beam diameter of 6mm, Beam divergence of < 1 milliradian, Pointing stability of < 200 microradians, and Pulse-to-pulse stability of +/- 15%. INSTALLATION AND WARRANTY: Installation of laser and OPO/FDO and Standard Commercial Warranty to be provided by contractor. The solicitation will be posted on the navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://vsearch2.eps.gov/servlet/SearchServlet on or about 28 February 2006. Award will be issued under the authority of the test program for commercial items (FAR 13.5).
