- This is a combined synopsis/solicitation for commercial off-the-shelf items (COTS) prepared in accordance with the format in FAR Subpart 12.6 as supplemented additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will NOT be issued. Solicitation N65236-06-R-1110 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-004. This procurement is set aside for small business. NAICS 334310; Size Standard: 750 employees. Contractor will provide Sound Saber 300-7 Speakers (60 each) and Sound Saber 100 Speakers (12 each). Speakers shall meet the following specifications: Utilize only magnetic planar technology. Grade A, Class I shock qualification in accordance with MIL-S-901D. Type I Environmental Vibration requirements in accordance with MIL-STD-167-1 (SHIPS). Use mounting brackets that allow mounting with nuts and washers to 0.5 inch diameter metal studs protruding six inches from a wall or ceiling. For speakers in excess of 18 inches in length, have an attached connection box containing the impedance matching transformer and terminal block. Purpose is to be able to make cable connections without opening the speaker. For speakers less than 18 inches in length, terminal block and impedance matching transformer may be housed in the speaker box. Both sizes of speakers shall include nylon stuffing tubes able to accommodate LSTTSU-3 incoming and outgoing cable. Be able to be mounted within six inches of a wall or ceiling without affecting the sound performance of the speaker. Include an impedance matching transformer to allow the speakers to operate from a 70.7 V(rms) constant voltage source at optimal performance. Maximum power handling of 1 kWatt continuous. Emitter, harmonic distortion less than 1% at 1 kWatt full power. Signal to noise ration of 94dB 04 better. Frequency response of 250 Hz to 17 kHz +/- 6dB or better. Sensitivity of 95.dB with 1 Watt input/1 meter or better. Max SPL of 110 dB, 250 Hz to 17 kHz at ? second pink noise bursts 120 dB peak. Minimum directivity characteristics: Horizontal, 2kHz +/- 85?; vertical, 2kHz +/- 7? @ -6 dB. Horizontal, 8kHz +/- 25?; vertical 8 kHz +/- 8?. Operate at temperatures from -25?C to +50?C and withstand non-operating temperatures from =40?C to +70?C. Components shall be of corrosion resistant material able to withstand the effects of salt air experienced at sea. Color shall be F111 as delineated in MIL-E-15090, Type II, Class II. This corresponds to color 26307 as delineated in FED-STD 595. Not require any periodic or scheduled maintenance. Capable of continual operation in an environment with 95% humidity without any degradation in performance. If the speakers contain any of the following compounds, they shall be identified and a waiver granted by SPAWARSYSCEN CHARLESTON to use the components that contain these compounds. Any components used that contain these materials shall be identified in the tech documentation with a warning as to the hazard posed and to dispose of them in accordance with local environmental regulations: Toxic or hazardous substances in accordance with: a. 29 CFR 1910, Subpart H and Z b. FED-STD-313 c. 40 CFR Chapter 1, Subchapter J d. Carcinogens; Exposed glass fiber; Lithium and lithium compounds with the exception of batteries; e. Magnesium or magnesium alloys; Polyvinyl chloride (PVC), except when used for part leads; f. Radioactive commodities and Zinc or zinc alloys. Shall not be flammable. When ignited speakers shall not show sustained combustion in absence of an outside heat source. They shall not produce carcinogens, toxic or hazardous substances when burning or smoldering. Fire retardance shall not be achieved by use of nonpermanent additives. Identification and information plates shall be mounted in a conspicuous place. Where applicable, nomenclature, National Stock Number (NSN), Contracting and Government Entity (CAGE) identification numbers, and serial numbers shall be provided. Delivery is required by 30 APR 2006. Place of delivery is Portsmouth VA and will be completely specified upon award. Solicitation provision at FAR 52.212-1, Instruction to Offerors -Commercial Items (OCT 1995) is hereby incorporated by reference. Award will be made to the responsible offeror whose offer conforms to all requirements of the solicitation and whose proposal reflects the lowest cost or price. The Government reserves the right to eliminate from further consideration those proposals, which are considered non-responsive. All offerors must quote on all items in this solicitation to be considered eligible for award. The Government intends to make a single SOLE SOURCE award to AMERICAN TECHNOLOGY CORPORATION, manufacturer and patent holder, to manufacture and sell the specified Sound Saber speakers. Offerors are reminded to include a completed copy of the provision at 52.213- 3, Offeror Representations and Certifications, Commercial Items and 252.212- 700, Offeror Representations and Certifications, Commercial Items and 252.225-7035, Buy American Act, North American Free Trade Implementation Act, Balance of Payments Program Certificate with their offers. Clause 52.212- 4, Contract Terms and Conditions, Commercial Items (OCT 1995), is hereby incorporated by reference.
