Description
NAICS Code: 541710 The U. S. Environmental Protection Agency intends to negotiate a sole source purchase order for sample analysis with Brooks Rand using simplified acquisition procedures. The period of performance is anticipated to be twelve (12) months starting March, 2006. The requirement is for sample analysis in support of a study modeling biogeochemistry and trophic transfer of mercury within a contaminated riparian wetland. The research project builds on an ongoing risk assessment of mercury contamination in the top predators within the Great Meadows National Wildlife Refuge, an extensive riparian wetland on the Sudbury River in Massachusetts. Work to be accomplished under the purchase order is a continuation of research previously performed by the proposed awardee under another EPA purchase order. The EPA believes that Brooks Rand is the only source capable of satisfying the Government's requirements as stated above. The circumstance permitting soliciting from a single source is FAR 13.106-1, "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice. Any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of an RFQ will be ignored. A determination by the Government not to compete this proposed purchase order based on this notice is solely within the discretion of the Government. The intent of this synopsis is to determine if a comparable source is available and more advantageous to the Government. No RFP/RFQ is available. Submit responses to the U. S.
