- FIRST ARTICLE REQUIREMENT: Item 0001 NSN: 3020-01-294-0989RK, P/N: A1053A031, Gear-Slip clutch, SP, 2 each First Article Requirement/First Article Report, these will be considered part of the 18 Each Production Articles. A Fit/Test of the First Article items will be required also. Item 0002 NSN: 3020-01-294-0989RK, P/N: A1053A031, Gear-Slip clutch, SP, 18 each Production articles, applicable to B-1B aircraft. Destin: Tinker AFB. The approximate issue/response date will be 15 Dec 2005. Written procedures will be used for this solicitation. No telephone request. Only written or faxed requests received directly from the requestor are acceptable for solicitation # FA8103-06-R-0103. POC: Cindy Patterson/LGKAA/405-739-5502 Due to the critical nature of the item Qualification requirements due apply. Only known companies who have demonstrated the capability to manufacture this item are Ellanef Manufacturing Corp (CAGE- 85941) and Thomas Instrument & Machine (CAGE-5H860). Authority: 10 U.S.C. 2304 (C) (1), Justification: Supplies required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
