Description
THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, must indicate their intention in writing to the -- Indian Health Service, Division of Acquisition-Field #1, 401 Buster Road, Toppenish, WA 98948 -- or by facsimile to (509) 865-6237. Your submission must include the following: (1) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (2) your date of HUBZone small business certification; (3) a statement of your bonding capability, including both single and aggregate totals; and (4) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. Submissions are due on the response date. This agency will not contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. Failure to submit complete information will eliminate a contractor from consideration as an interested bidder for this solicitation. A decision on whether this project will be pursued as a HUBZone small business set-aside or on another basis will be posted as a modification to this notice in FedBizOps. The work consists of constructing a water treatment plant for the Neah Bay community water system on the Makah Indian Reservation, Clallam County, Washington. The project includes: construction of a new water treatment plant including: mobilization and demobilization; 36' x 60' CMU water treatment plant building; 21' x 100' reinforced concrete sedimentation tank; 17' x 64' reinforced concrete backwash tank; installation of rapid mix and flocculation equipment; 500 gpm gravity filtration equipment; five (5) process pumps; gas and liquid chemical feed equipment; plant instrumentation and control system; plant electrical system; one (1) water service line with meter; one (1) individual grinder station; extend power and telephone service to treatment plant; extend raw water lines and sewer line to plant; and resurface gravel and asphalt surfaces and all necessary appurtenances for a complete and operational system. The anticipated contract will be a firm-fixed price contract. The performance period is approximately 210 calendar days. The estimated price range is between $1,000,000 and $5,000,000. Performance and payment bonds are required. Liquidated damages apply. The Buy American Act applies. Indian preference in hiring suppliers and subcontractors is required including meeting Makah Tribal Employment Rights Ordinances (TERO) requirements.
