- Description
- The National Institute of Child Health and Human Development (NICHD) plans to extend the current contract with the Public Health Institute, Oakland, California, using other than full and open competition for Maintenance of the Child Health and Development Studies Name and Address Files. The determination to use other than full and open competition was made in accordance with 41 USC 253 ? (1) and is based upon the following factors: 1) The Public Health Institute was awarded a contract in 1991 extended in 1996 and 2001 using other than full and open competition as follow-on contracts which was under N01-HD-1-3334 under the same title. The current contractor, Public Health Institute, maintains the name and address data files of the Child Health and Development Studies (CHDS) and provides a service to investigators in contacting and maintaining confidentiality of the 50,000 subjects in the Child Health and Development Studies who are known to the contractor. 2) The contract to the Public Health Institute is designed to maintain the extensive CHDS name and address files in a manner that preserves patient confidentiality while enabling investigators to pursue new research questions in this uniquely well characterized population of subjects. The proposed extension will take another five (5) years. The current contractor possesses unique capabilities to maintain these data files. The current principal investigator and associates participated in developing the extensive CHDS data files that are currently being maintained, augmented, and linked to other registries in California. (See Numbered Note 22). An organization capable of performing this task without a costly and significant break in work should submit a statement of capabilities with documentation supporting its ability to meet the Government?s requirements as described above. The purpose of this synopsis is to determine whether there are other sources with the requisite qualifications to perform the work described above. The required service is defined as code 541710 under the North American Industry Classification System (NAICS). Capability statements should be submitted within 45 days of the publication of this Synopsis to: Ms. Mya N. Hlaing, Contracting Officer, NICHD R&D Contracts Management Branch, NIDDK Contracts Operations Acquisition Center, 6100 Building, Suite 7A-07, 6100 EXECUTIVE BLVD MSC 7510, BETHESDA, MD 20892-7510 (if sending by overnight carrier, use 6100 Executive Blvd, Suite 7A-07, ROCKVILLE, MD 20852).
