Description
THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM, HUBZONE PRICE EVALUATION PREFERENCE. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE SOURCE SELECTION SOLICITATION. Project consists of the design and construction of a 2,370SM, multistory, concrete block, slab-on-grade, building, site work, utilities and parking lot. Environmental permitting and work in areas of endangered species will be required of the contractor. It will be located approximately two miles south of the industrial area in the Satellite Processing Area (SPA) also known as Area 59, of Cape Canaveral Air Force Statio n, Florida. The acquisition will be a One-Phase Design/Build Build Best Value Request for Proposal Source Selection. Due to urgency to award the project, proposal time will at the minimum allowed by the FAR. The North American Industry Classification Syst em (NAICS) code for this project is 236220. Estimated cost range of the project is from $5,000,000 o $10,000,000. Solicitation documents will be available on or around 21 March 2006. Mr. Edward M. Slana is Contracting Officer for this project. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitati ons. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must b e registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registration for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). b. DUNS Number or CAG E Code. c. Telephone Number. d. E-Mail address. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required t o self-register their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor f ax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to check this web page daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right t o revert to paper medium when it is determined to be in the Government's best interest. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $28,500,000 for the past three years. DETAILED INFORMATION ON THIS AND OTHER MOBILE DISTRICT PROJECTS (Ordering Solicitations, Points of Contact, Synopsis of Work, etc.) ARE AVAILABLE ON THE INTERNET AT: https://www.fedteds.gov/ Note No. 7: A pre-proposal conference will be held at Cape Canaveral AFS, Building 55855, Engineering Support Facility, Room #1002 on 30 March 2006 at 9:00 a.m. Offerors should refer to Section 00100 Contract Clause 952.000-4133, PRE-PROPOSAL CONFERENCE, in the solicitation for details. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditi ons, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Minutes of the preproposal conference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil/. It is requested that a representative of each offeror attend the pre-proposal conference. Number of attendees is limited to four from each firm. Names of individuals from each company who will attend the conference should reach the following addressee no later than (5) working days prior to the conference. All attendees to the pre-proposal conference must register in advance with th e resident Engineer at Patrick AFB, Florida. Attendees must register no later than 4:00 PM ( EDT) on Friday, 24 March 2006. Attendees may register via fax (321-494-0652) or email dennis.w.newell@sam.usace.army.mil). Each attendee must include their full name, company, Social Security Number (SSN), citizenship, and must indicate whether they need a badge to access Cape Canavera l AFS, Florida. All attendees MUST register even though they may already have a valid badge for CCAFS. All attendees must bring a photo ID (such as valid drivers license) the day of the pre-proposal conference. Individuals that do not possess a badge for C CAFS will be issued a temporary white photo badge the day of the conference. Please allow plenty of time at the badging office. This badge will allow the individual access to CCAFS without an escort. After the pre-proposal conference, the group will depart for the project site for a short site tour. Photographs of the site will be allowed during the site visit. Request for attendance received after 24 March 2006 will not be accepted. Offerors should visit the site and take such other steps as may be reason ably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or c ost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Reque st For Proposals, the specifications, or related documents.
