- INDEFINITE-DELIVERY, INDEFINITE-QUANTITY CONTRACT ON AN AS-NEEDED BASIS FOR MULTI-DISCIPLINARY ARCHITECT-ENGINEER SERVICES IN THE STATES OF OREGON AND WASHINGTON for construction, maintenance and/or rehabilitation of facilities on Bureau of Land Management and other federal lands primarily in Oregon and Washington. These facilities typically consist of buildings; utilities including electrical systems, water and sewage systems, communications and security systems, plumbing systems, and HVAC systems; roads and trails; bridges; dams, dikes, canals, pumps and water control structures; raceways and holding ponds; fishways; fish ladders, fish screens and spawning channels; docks, piers and bulkheads; fences and gates; visitor facilities; and wildlife habitat. Other federal agencies may also place orders. The scope of such services will be primarily related to the preparation of reports and/or documents for (1) advance project planning, (2) drawings, specifications, bid schedules and cost estimates, and/or (3) construction management services. The contract period will be for five years from the date of award. The total fee will be between a minimum of $100,000 and a maximum of $5,000,000. Individual task orders will not exceed $500,000. Offers will be evaluated based upon the following primary criteria: (1) specialized experience with the type of services required, including experience with projects on lands similar to BLM lands in Oregon and Washington, (2) the capacity of the firm to perform varying work requirements, (3) past record of performance on similar work performed for the Bureau of Land Management, other federal, state and/or local government agencies, and private agencies with respect to control of costs, quality of work, and ability to meet schedules, and (4) capabilities for the work including architectural, structural, civil, mechanical, electrical, sustainability, environmental, geotechnical, estimating, specification writing, drafting, and construction inspection. All responsible sources may respond by submitting completed Architect-Engineer Qualifications, Standard Form 330 (Parts I and II), not later than March 15, 2006. All responsible sources may submit an offer which will be considered.
