- The U. S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a purchase order on a sole source basis to Massachusetts Audubon (Mass Audubon), Lincoln, MA, in accordance with FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The MMS anticipates awarding a purchase order to Mass Audubon to capture, radio tag, track and map 25 long-tailed ducks in Nantucket Sound, MA in order to gather information on night-time roosting locations for this species. This information is specifically to be used by MMS in assessing potential environmental impacts to long-tailed ducks from a proposed offshore wind farm located in Nantucket Sound (Cape Wind Project). The study is a collaborative effort between Mass Audubon, the U.S. Geological Survey (USGS) and U.S Fish and Wildlife Service (USFWS). This study is time-sensitive for two main reasons: (1) long-tailed ducks will migrate out of Nantucket Sound in April so data must be collected before that time; and (2) night-time use of Nantucket Sound is an important data gap that MMS needs filled in order to adequately analyze environmental impacts to long-tailed ducks from the proposed Cape Wind Project. Mass Audubon has been involved for the last two and a half years in studies relative to bird abundance, distribution and use of Nantucket Sound, with a specific intent of assessing potential impacts to birds, if any, from the proposed Cape Wind Project. Their collaboration with the USGS and USFWS brings in additional expertise and in-kind donations of equipment, thus promoting effective cost-sharing and reducing the overall costs to government. This study is anticipated to be 8 weeks in duration and cost MMS $53,732. The NAICS code for this requirement is 541710 "Environmental research and development laboratories or services.:" This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQA) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the government.
