Description
This is a Combined Synopsis/Solicitation for commercial service prepared in accordance with the information in FAR 12.6, using Simplified Procedures under the test program for commercial items found at FAR 13.5 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis/solicitation shall be posted on both FEDBIZOPS and NECO (http://www.neco.navy.mil). This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-24 and DFARS Change Notice 20040625. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 721120 and the Small Business Standard is $6.0M. This is a competitive, unrestricted action. The requirement is for a fixed price contract to provide lodging, meals, audio-visual and meeting space in the Tunica Mississippi area as specified below. The Fleet and Industrial Supply Center, Jacksonville Contracting Department, New Orleans Division request responses from qualified sources capable of providing services to host the Navy Recruiting All Hands Conference 5 and 6 March 2006 in the Tunica Mississippi area. Responsibility and inspections: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offers- Commercial Items; 52.212-3 ALT 1, offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions ? Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications ? Commercial Items and 252.212.7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. A determination by the Government to not compete this proposed effort on a full an open competitive basis, based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a quote and! if received in a timely manner shall be considered by the agency. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/ 52.212-2, Evaluation-Commercial Items is applicable to this procurement. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government considering price and price-related factors. This solicitation will be evaluated on the following factors: price and price-related, technical and past performance are equal in importance While price will be a significant factor tin the evaluation of the offers, the final contract award will be based on a combination of factors- a combination of price and ability to meet all requirement in the statement of work. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, Business size, and acceptance of Government Purchase card as means of payment. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements in accordance with the attached Statement Of Work. Statement of Work The contractor shall provide accommodations and services to support the F/Y 2005 Navy Recruiting All Hands Conference on 5 and 6 March 2006. All services and supplies shall be provided at the same location. Location is the Tunica Mississippi area. The contractor is to provide 130 single hotel rooms for 5 and 6 March 2006. The contract is to provide breakfast, lunch and dinner for 130 people on March 6th. Provide and set up microphone, speaker, projector and screen and any other audiovisual equipment required. Ballroom able to accommodate 300 people for training, awards and meals. Unobstructed meeting space with no pillars required for military formation, 2 hospitality room (for additional meeting space), 2 breakout rooms (used for supply functions, personnel record updates and storage), and conference set-up. Training will be conducted throughout the day and there will be an annual awards presentation conducted the evening of the last day. Additional lodging for spouses is required but will not be covered by this contract.
