Description
The Natural Resources Conservation Service in North Carolina is anticipating awarding Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for the technical review of appraisals. These appraisals have been or will be completed on land located throughout the state of North Carolina that may be placed under a conservation easement through the Wetlands Reserve Program (WRP) and Grasslands Reserve Program (GRP). The purpose of the technical review of appraisals is to provide an opinion of the acceptability of the appraisals that provide a market value of the whole subject property before acquisition of an easement (before value) and an opinion of market value of the whole subject property remaining after the proposed easement has been placed (after value) as of a current date of value minus any adjustments for excess irrigation water to arrive at the effect on value of the easement. The technical review must be completed in compliance with Uniform Standards of Professional Appraisal Practice, Uniform Appraisal Standards for Federal Land Acquisitions and Supplemental Standards issued by NRCS. The original appraisal being reviewed will have been completed in compliance with the same standards. The review appraiser must be State Certified General Real Property Appraiser, be in good standing with the licensing authority where the credential was issued and have demonstrated competency in compliance with USPAP in conducting appraisal reviews of agricultural properties with and without conservation easements of the requested type. Documentation of appraisal education courses attended such as eminent domain or conservation easements and UASFLA course and at least 40 hours of training in conducting technical reviews shall be provided by the review appraiser to the authorized official.
