Description
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with the Commonwealth of Massachusetts, Division of Marine Fisheries, for services to continue conducting an industry based survey of Atlantic cod distribution for the National Marine Fisheries Service (NMFS). The statutory authority for this proposed contract action is 41. U.S.C 253(c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Commonwealth of Massachusetts is uniquely qualified to continue performance based on their research protocols and personnel expertise. The Commonwealth has been charged with the management of marine resources within the coastal waters in the Gulf of Maine and Southern New England and has been performing industry based survey services for two years under a pilot program established in the year 2003. This pilot program was established based on Congressional interest and funding for the development and implementation of partnerships in cooperative research with the commercial fishing industry, conservation organizations and state Marine Fisheries agencies. The goals of the survey are to (1) provide data that describes cod distribution and demographics in the Gulf of Maine; and (2) to assess the performance of rolling closure used as a management measure in the Northeast region. The data collected are used by NMFS to develop evolving Groundfish Fisheries Management Plans (FMP). This proposed acquisition is for the third and final year of the pilot survey. Surveys conducted under this proposed contract action will continue the monitoring of the fine-scale distribution and population demographics of Gulf of Maine Atlantic cod (Gadus morhua). The scope of work includes standardized fish sampling protocol during p to five (5) survey cruises. Each survey consists of ten (10) day cruises, using four commercial fishing vessels. Each vessel performs 30 minute sampling tows at predetermined sampling stations, for an average of five tows per day. Interested parties may identify their interest and must provide written evidence of their capability to respond to the requirement by March 1, 2006. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government to compete this proposed contract action is based upon written responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered note 22 applies.
