- This is an amendment to the Sources Sought Notice for nonpersonal services to provide laboratory sample analyses for the 88th Air Base Wing, Environmental Management Office, Wright-Patterson AFB, OH. Please note that due to the inaccessibility of the electronic files posted with this Sources Sought Notice, responses should be submitted no later than 11:00 a.m. EST, February 22, 2006 to 88 CONS/PKPB, Attn: Janet Scaggs, 1940 Allbrook Dr., Area C Building 1, Room 109, Wright-Patterson AFB, OH, 45433-5309. No facsimile responses will be accepted. The purpose of this announcement is to identify firms who possess both capability and experience to provide laboratory sample analysis testing. This is not a notice of solicitation issue. This Sources Sought Notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government?s acquisition approach. Wright-Patterson AFB programs requiring laboratory analytical support include drinking water, used oil, National Pollutant Discharge Elimination system (NPDES), wastewater/stormwater, asbestos, lead-based paint, hazardous waste, polychlorinated biphenyls (PCBs), coal, underground storage tanks (USTs), remediation, and pollution prevention. Laboratory support services include sample transportation, receiving, storage, analysis, chain-of-custody, analytical reporting, and disposal of the following types of samples: organic, inorganic, conventional, general chemical, and radiochemical. Samples originate from groundwaters, surface waters, waste streams, processes, bioassay, soil, sediment, solids, fuel, oil, and coal ash/sludge. Samples may include mixed wastes, which is waste that is composed of Resource Conservation and Recovery Act as amended (RCRA) hazardous constituents and radioactive materials. The North American Industry Classification System (NAICS) code is 541380. The small business size standard is $11M. The purpose of this sources sought notice is to identify potential sources capable of meeting the requirements cited above and stated in the DRAFT PWS. The government anticipates an IDIQ contract with a performance period of one base year with four option years. Your package should demonstrate capabilities, expertise, and past performance as stated in the attached file, CapabilitiesPackageLabSvcs_ReadOnly.doc. Your Statement of Capabilities should not exceed 15 pages and should include the following: Company Name; Address; Point of Contact; Telephone Number; E-Mail Address; CAGE Code; Web Page URL; Size of Business. The government will neither award a contract solely on the basis of this Sources Sought nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The solicitation/RFP will be issued electronically. NO HARD COPIES WILL BE ISSUED FOR ANY REASON. Draft solicitation documents may be posted for comments prior to solicitation issuance. The solicitation will be issued approximately 15 Mar 2006. Once the solicitation/RFP has been posted, it is incumbent upon the interested parties to review this site frequently for updates to the documents.
