Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Period of performance is from contract award date (approximately March) through 30 September 2006. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-08 and DFARS DCN 20060123 Edition. All responsible sources shall submit a written proposal, which will be considered. Facsimile submissions will also be accepted. The North American Industry Classification System (NAICS) code for the solicitaiton is 811310. There are 5 line items in this solicitation. CLIN 0001, inspect, test, and repair Ramp 1 Lighting in accordance with Statement of Work (SOW). Unit pricing is 7 months. CLIN 0002, hoist, inspection and testing in accordance with SOW. Unit pricing is 1 Each. CLIN 0003, electric distribution system, inspection. Unit pricing is 1 each. CLIN 0004, unscheduled repair Labor. Estimated unit pricing is 8 hours. STATEMENT OF WORK FOR RAMP 1 LIGHTING SYSTEM 1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform all operations, maintenance and repair services, and technical oversight on the airfield Exterior Lighting System located on Ramp 1, Ramstein AB, Germany. Contractor must provide with proposal, written documentation showing membership in either the Chamber of Commerce (Industrie und Handelskammer) or Chamber of Trade (Handwerkskammer) as a qualified contractor for electrical systems (Elektroinstallationshandwerk). The contractor shall perform to the standards set forth in this contract and all applicable German and U.S. Laws and regulations. The contractor shall follow all applicable life and safety codes, taking necessary actions to avoid conditions that might be hazardous to the health and safety of contractor and base personnel. 1.1 INSPECTIONS AND TESTING OF LIGHT SYSTEM COMPONENTS. Contactor shall provide scheduled inspections and functional tests in accordance with (IAW) the criteria listed below. Contractor is required to perform an initial inspection of all Light System Components at start of contract; all findings will be forwarded to the Quality Assurance Personnel (QAP). Contractor shall maintain at least one copy (in English) of all records associated with lighting system to include all drawings and specifications provided by the government, all log books annotating inspections, functional tests, and repair work. All records shall be available for inspection by the U.S. government upon request. 1.1.1 Ballasts. At the beginning of contract start date the contractor shall inspect all ballast units and electronic starters for defects, inspect bolt connections, and clean components. The contractor shall then perform a functional test of the ballasts and electronic starters. Results of inspections and functional test shall be documented along with proposed remedies for any defects found and forwarded to the QAP within one workday of the inspection. 1.1.2. Interior Light System. At the beginning of contract start date the contractor shall inspect all components of the interior light system for defects, inspect bolted connections, and clean all light covers. The contractor shall then perform a functional test of the interior light system. Results of inspections and functional test shall be documented along with proposed remedies for any defects found and forwarded to the QAP within one workday of the inspection. 1.1.3. High-Pressure Metal Halide Floodlights. Every 2,000 operating hours, as indicated on meter at each light pole, the contractor shall inspect floodlights, to include bolted connections, reflectors, and glass covers, for defects. Reflectors and glass covers shall be cleaned. The contractor shall then perform a functional test of the high-pressure metal halide floodlights. Results of inspections and functional test shall be documented along with proposed remedies for any defects found and forwarded to the QAP within one workday of the inspection. 1.1.4. Obstruction Light System. One time during this contract period the contractor shall inspect all components of the obstruction light system for defects, inspect bolted connections, and clean all light covers and reflectors. The contractor shall then perform a functional test of the obstruction light system. Results of inspections and functional test shall be documented along with proposed remedies for any defects found and forwarded to the QAP within one workday of the inspection. 1.1.5. Mechanical Hoist. At the beginning of contract start date the contractor shall inspect the mechanical hoist for defects, inspect bolted connections, lubricate required components, and clean all components in accordance with manufacturer?s recommendations. The contractor shall then perform a functional test of the mechanical hoist. During this work the contractor shall perform stress testing of the mechanical hoist and provide required T?V certification. All maintenance, repair, inspection results, and proposed remedies for any defects found shall be annotated in a logbook within one workday of the inspection. Logbooks shall be stored at Service Contract Management, Building 507, Ramstein Air Base (06371-47-6919/6004). 1.2. MAINTENANCE. The contractor shall replace light bulbs in accordance with this Statement of Work (SOW). The contractor shall maintain sufficient quantities of light bulbs to ensure replacement operations are completed. All packaging materials and light bulbs from replacement operations shall become the property of the contractor and be disposed of off base in accordance with local and federal regulations. 1.2.1. Replace High-Pressure Metal Halide Floodlight bulbs. Every 2,000 operating hours the contractor shall replace the floodlight bulbs. Total operating hours can be obtained from a meter located on each pole. 1.2.2. Replacement of Obstruction Light Bulbs. Every 8,000 operating hours, or annually, contractor shall replace all obstruction light bulbs. Total operating hours can be obtained from a meter located on each pole. 1.2.3. Replacement of Interior Light Bulbs. Every 4,000 operating hours, or annually, contractor shall replace all interior light bulbs. Total operating hours can be obtained from a meter located on each pole. 1.3. REPAIRS. 1.3.1. Unscheduled Repairs. After the expiration of the installing contractor?s warranty, the contractor shall be required to respond to service calls placed by the QAP for unscheduled repairs and perform repairs identified during scheduled inspections. In the event that a repair is needed, the contractor is required to submit a cost estimate broken out into man hours and all required parts, within one work day of receiving the service call or within one day of completion of the scheduled inspection. Upon receiving approval from the QAP to make needed repairs, the contractor shall have 48 hours to complete work. If required parts are not on hand, the contractor must submit a request for extension in writing to the QAP with the amount of time needed to make the repair. All invoices for unscheduled repairs shall have attached, copies of all invoices for parts used. Any individual part exceeding ? 2,500.00 must have at least two estimates to ensure fair market price is established. Replacement parts and materials needed to make repairs costing less than ? 50,00 shall be at no cost to the U.S. government 1.3.2. Emergency Repairs. After the expiration of the installing contractor?s warranty, the contractor shall be required to respond to emergency calls placed by the QAP 24 hours a day, 7 days a week, including all German and American holidays. When an emergency call is placed, the contractor shall have 2 hours to respond on-site. Once the problem is diagnosed, the contractor shall immediately inform the QAP of the needed repairs followed by a written cost proposal, broken out into man-hours and all required parts, within 4 working hours. Upon receiving approval from the QAP to make needed repairs, the contractor shall have 24 hours to complete work. If required parts are not on hand, the contractor must submit a request for extension in writing to the QAP with the amount of time needed to make the repair. All invoices for emergency repairs shall have attached, copies of all invoices for parts used. Any individual part exceeding ? 2,500.00 must have at least two estimates to ensure fair market price is established. Replacement parts and materials needed to make repairs costing less than ? 100.00 shall be at no cost to the U.S. government. All other replacement parts and materials needed will be reimbursed at actual cost. 2. SERVICE DELIVERY SUMMARY. The contractor service requirements are summarized into performance objectives that relate directly to the mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each performance objective. The thresholds are critical to mission success. GOVERNMENT FURNISHED PROPERTY. Contractor shall have access to electricity at work site as necessary. 4. GENERAL INFORMATION. 4.1. QUALITY ASSURANCE. The contractor shall develop, submit for contracting officer or designated representative approval, and maintain a quality program to ensure services are performed in a professional, cost effective manner. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum, the contractor shall develop quality control procedures addressing the area identified in paragraph 2, Service Delivery Summary. 4.2. HOURS OF OPERATION. Normal hours of operation shall be from 0700 to 1600, Monday thru Friday, with the exception of U.S. government holidays and family days. Contractor may be required to respond to urgent services or emergencies 24 hours a day, 7 days a week, including all U.S. government holidays and German national holidays. When the holiday is on a Sunday, the following Monday will be the US holiday. 4.3. PERSONNEL. REQUIREMENTS. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation while in performance of this contract, shall abide by all security regulations of the installation. Prior to start of work, the contractor shall submit a letter requesting access to work area listing all personnel, base pass ID numbers, vehicles makes, models, and license numbers for the length of the contract. Additionally, the contractor shall identify one primary and two alternate personnel responsible for emergency response calls IAW paragraph 1.3.2. Individuals identified by the contractor for emergency response calls shall speak and understand English, shall provide phone numbers for contact purposes, and shall be authorized to conduct transactions while in performance of the contract. All changes to the access list must be submitted no later than 7 working days prior to the needed changes. 4.4. RESTRICTED AREA ACCESS. The contractor is responsible for obtaining restricted area access badges to provide unescorted entry onto Ramp 1 parking ramp. a. The badges will be issued to personnel IAW Ramstein Air Base security guidance. b. The contractor shall obtain a certificate of good personal conduct (Polizeiliches F?hrungszeugnis) for personnel that will receive restricted area access badges. c. Contractor personnel shall review the 735 Civil Engineer Squadron Security Awareness Guide maintained at the 735 CES/CEUS offices in Building 507 , Ramstein Air Base. The guide should be reviewed prior to taking the restricted area access examination. d. Contractor personnel shall be administered a restricted area access examination and must obtain an 80% or higher score. Once a qualifying score is obtained, the contractor personnel will be presented with a completed USAFE Form 79, Unescorted Entry Authorization Certificate. e. Contractor personnel shall take copies of the completed USAFE Form 79 to Building 2299 for Area 14 coordination. Once coordination is received, contractor personnel shall take the USAFE Form 79 to Building 2111, Room 138, Ramstein Air Base for receipt of the restricted area badge (AF Form 1199A). The 735 CES/CEUS will assist the contractor with these actions. f. Contractor personnel shall turn in their restricted area badges to 735 CES Service Call, Building 520, Ramstein Air Base (06371 47-6546) at the end of each workday. 4.5. FLIGHT-LINE DRIVERS LICENSE. The contractor is responsible to obtain a flight line drivers license to drive on Ramp 1. The 735 CES/CEUS will assist the contractor with the necessary actions.
