Description
THIS ANNOUNCEMENT CONSTITUTES A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The following information is provided to assist NAVFAC Mid-Atlantic in conducting Market Research of Industry to identify potential small business contractors for: SUSTAINMENT, RESTORATION, MODERNIZATION (SRM) OF GREASE TRAPS, KITCHEN EXHAUST HOOD SYSTEMS, DRYER VENTILATION SYSTEMS, AND PAINT BOOTH EXHAUST SYSTEMS UNDER THE COGNIZANCE OF NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC The Naval Facilities Engineering Command Midlant, Norfolk, Virginia is hereby soliciting notices of interest from potential HUBZone Small Business, 8(a), Service Disabled Veteran Owned Small Business and Small Business sources to provide all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to provide Sustainment, Restoration, Modernization (SRM) of Grease Traps, Kitchen Exhaust Hood Systems, Dryer Ventilation Systems, and Paint Booth Systems for the areas under the cognizance of Naval Facilities Engineering Command, Mid-Atlantic. Contractor shall perform maintenance, cleaning, repair, alteration and minor construction for the following: Grease Traps and Separators, Kitchen Exhaust Hoods and Ducts, Paint Spray Booths, Wet and Dry Type, Exhaust Systems for Clothes Dryers. These recurring services consists primarily of cleaning, inspection, testing, lubrication, adjustment, calibration, and minor part and component replacement (such as filters, belts, hoses, fluids, oil and grease) as required to verify proper system operation; minimize malfunction, breakdown, and deterioration of systems and equipment; and maximize useful life. The Contractor shall develop and implement a program to clean designated grease traps and remove and dispose of grease to ensure they function properly. The Contractor shall develop and implement a program to clean and maintain designated kitchen exhaust hoods and ducts and associated Gaylord automatic wash down equipment to ensure they function properly. The Contractor shall develop and implement a program to clean and maintain designated paint booth exhaust hoods and ducts and associated equipment to ensure they function properly. The Contractor shall develop and implement a program to clean and maintain designated dryer exhaust systems and ducts and associated equipment to ensure they function properly. The small business size standard is NAICS classification 561790, Other Services to Buildings and Dwellings. (Size Standard $6.0 Million average annual gross receipts for proceeding three fiscal years). This sources sought synopsis will be used for the government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the government still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunities. Responses to this sources sought synopsis are not adequate response to any solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. Contract term is for a one-year base period with nine (9) option periods. The total duration, including the exercise / award of any options, shall not exceed 120 months. Each performance period will run 365 calendar days, or until the maximum dollar limit is reached, whichever occurs first. The hourly rates will be negotiated for each calendar year (12 month period). The government may exercise the option period (s) unilaterally. All interested parties are invited to respond by registering at www.esol.navfac.navy.mil to download the market survey file and by submitting a copy of the firm's small business program certification AND by completing the Contract-Specific Questions contained within the market survey file. If adequate responses are not received from small business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the government. Response to this sources sought announcement is due no later than 2:00 p.m., February 22, 2006 at: Naval Facilities Engineering Command, Mid-Atlantic, Attn: Whitney Delbridge, Code AQ12T4, 9324 Virginia Avenue Building Z-140, Room 320, Norfolk, VA 23511-3095 or via email to whitney.delbridge@navy.mil. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought synopsis, no evaluation letters and/or results will be issued to the participants.
