- The United States Environmental Protection Agency Office of Acquisition Management is conducting market research (for information purposes only) for outreach and technical support services for EPA?s Pesticide Environmental Stewardship Program (PESP). This requirement will support EPA?s Office of Prevention, Pesticides, and Toxic Substances (OPPTS), Environmental Stewardship Branch (ESB). The purpose of this survey is to determine if certified 8(a), HuBZone, Service Disabled Veteran, Native American, Small Disadvantaged, Women Owned and Small Businesses possess the necessary technical capabilities to support these activities. It is anticipated that this requirement will be awarded as a five year, cost-reimbursement contract under NAICS code 541690. The small business size standard for this NAICS code is $6.5 million. The awardee shall serve as a pass-through entity for subaward recipients at the project level, and the scope of activities under this planned contract shall include, but may not be limited to: awarding, administering, and monitoring subaward projects under PESP grants; providing outreach support through information dissemination; database and webpage development; publishing outreach literature; conducting preliminary editorial and technical reviews of strategies submitted to EPA; drafting reports focusing pesticide reduced-risk strategies; designing/conducting educational programs for interdisciplinary training; and performing technology transfer activities. All Small Businesses and certified 8(a), HuBZone, Service Disabled Veteran, Small Disadvantaged, Women Owned and Native American contractors with the appropriate technical and personnel capability are invited to submit a capability statement. The capability statement must: (1) address the contractor's technical, management and personnel experience relative to all key subject areas and the related subject areas described; (2) provide examples of relevant technical, management, and personnel experience; and (3) identify tasks that will be achieved using in-house staff, and tasks that will be achieved using team members or subcontractors.
