Description
Scope of work Purpose The purpose of the Regional Connectivity Initiative is to enhance assessment of the implications of emerging unpredictable disasters and to effectively respond to them. This initiative will lead to better coordination of disaster responses among various government and international agencies and will also allow for various stakeholders to interact. The impact this will achieve is that lives and livelihoods will be more secure in woredas (districts) highly vulnerable to unpredictable shocks because responses to future threats will be made in a timelier manner in a fashion better adapted to local needs. Objectives 1) To interconnect the federal DPPA with its regional DPPA counterparts to allow for the sharing and integration of data collected at the local level. 2) To enhance communication between the regional administration and woredas (districts). 3) To enable DPPA and its partners (at district, zonal, regional and federal levels) to have the capacity and capability to respond in a timely and effective manner to unpredictable shocks based on adequate and timely early warning information Performance Phasing This will be a maximum two-year contract that will be incrementally funded. The successful completion of each part is required before subsequent financial commitments will be made. Phase 1 and Phase 2 (see below) will form the initial commitment.
