- Description
- The Defense Energy Support Center (DESC) seeks to identify responsible potential sources and obtain information in regards to possible suppliers of natural gas to the mentioned installations - NSN: 6830-01-318-5797. The approximate number of Dekatherms (MMBTU) of Direct Supply Pipeline Quality Natural Gas for delivery to various DoD and Federal Civilian Installations is currently unknown. Delivery to the following sites is expected: Anniston Army Depot, AL; US Dept. of Agriculture/NTCR, AR; PWC Plant, CA; PWC San Diego, CA; Ft. McNair, DC; Bolling AFB, DC; NAVFAC Washington, DC; Ft. Benning, GA; Ft. Gillem, GA; Ft. McPherson, GA; NTC Great Lakes, IL; Ft. Campbell, KY; Ft. Leavenworth, KS; USDA, MD; NSWC Carderock, MD; Ft. Myer, MD; National GIA, MO; Columbus AFB, MS; Ft. Bragg, NC; Ft. Butner, NC; NAES Lakehurst, NJ; IRS Holtsville, NY; NAS Willow Grove, PA; Ft. Jackson, SC; and Ft. Belvoir, VA. Companies responding to this notice of interest shall respond by stating the specific installations to which they are interested in supplying natural gas. PROCESS: This request is to gather information from interested parties and is an essential step in determining market interest for the supply of natural gas at the above listed installations. In order to minimize costs both to potentially interested parties and the government, this notice is issued to determine market interest and feasibility as well as determining marketing strategies for procurement of said natural gas. Should interest be determined sufficient, a formal Request for Proposals (RFP) may be forthcoming. Interested parties should provide a statement of interest on company letterhead. The statement of interest must not exceed a total length of 15 pages. The statement shall include as a minimum, the following information: (1) capability and experience in the delivery of natural gas; (2) financial capability to justify potential award of a supply type contract; (3) understanding of the federal, state and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for applicable states and US Environmental Protection Agency Regions; (4) Company point of contact, phone no. and e-mail address. Set-asides for small businesses and small disadvantaged businesses are under evaluation. The delivery period for the various installations will be between one and two years commencing October 1, 2006. This sources sought notice is solely for the Government?s use as a market research tool. This is not expressing a firm requirement, and a solicitation may not result at any of the above listed installations. When calling, be prepared to state name, address, and solicitation number. Both a synopsis and solicitation for requirements are expected in the March-April time frame. DESC plans on using the streamlined method of combining the synopsis and solicitation, which will be posted to Fed Biz Ops in accordance with FAR 12.603.
