- This requirement is being procured and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The National Marine Fisheries Service (NMFS) located is Seattle, WA intends to procure on a sole source basis with Eco Logical Research, Inc for Implement and test a sampling methodology used to estimate stream benthic and drift macroinvertebrate abundance and develop a metric of food availability for stream rearing salmonids for a period of one (1) year from date of award with and option for one (1) additional year. Background and Objective -- The Center provides scientific and technical support to NMFS for the management, conservation, and wise-use of the Northwest region?s marine and anadromous resources. To address some of these needs the Conservation Biology Division formed the Mathematical Biology and Systems Monitoring Program to develop, in tandem with the existing Salmon Science Programs and Salmon Recovery Planning Teams, quantitative tools for assessing population and habitat status and recovery potential and progress. One of the major projects undertaken by this program is the development of a large-scale comprehensive monitoring program to be implemented in three Columbia River sub-basins. The primary objective of this project is the development of a rule set to guide the implementation of large-scale monitoring and evaluation programs across the Columbia River basin. The project will accomplish this goal through the quantitative assessment of status and effectiveness monitoring and evaluation approaches. The component of the overall project described herein specifically addresses the issue of developing standardized approaches to monitoring food resources for stream rearing salmonid fishes as an indicator of growth and survival rates. Currently, stream macroinvertebrates are collected using kick nets and therefore samples include a large portion of debris. Separating this debris from the invertebrates accounts for approximately ? of the cost to process these samples. Drift net samples, on the other hand, capture very little detritus and cost approximately 1/10th the price of benthic samples to separate. The total cost to process a drift sample, information that may prove to be more relevant to fish production, could be as low as $20/sample versus the approximately $200/sample cost to process a benthic sample. Another disadvantage of kick net samples is that they do not sample the surface for terrestrial insects that have fallen into the stream. Terrestrial invertebrates can account for a substantial proportion of the diet of drift feeding fishes. The goal of the proposed work requested in this requisition is to provide samples and to test a sampling methodology used to estimate benthic and drift invertebrate abundance. In addition, field observations of spatially explicit juvenile red band trout (RBT) growth rates and temperature will also be collected. The combination of this data can then be used to determine the metrics of invertebrate abundance coupled with temperature that best describes growth rates of RBT. Eco Logical has particular specialized experience with the on-going development of Research, Monitoring and Evaluation (RME) programs for FCRPS Biological Opinion Action Agencies in the John Day River basin as the coordinator for the John Day RME pilot project (a NMFS/NWFSC project funded by Bonneville Power Administration). Eco Logical Research also was the contractor for the initial phase of the work contained in this procurement request ? they performed the initial year of field data sampling and they have the samples and associated data collected in 2005. Therefore, Eco Logical Research is uniquely positioned to do this work as they have the specialized training and experience, as well as having direct connections to the overall project in which this piece of work is situated, have been directly responsible for this work up until now, and are in the unique position of currently holding the samples and data. This notice may represent the only offical notice. This is a simplified acquisition with an estimated value of less than $100,000
