Description
This Request for Information is market research in support of a potential OMB Circular A-76 study to convert approximately 4 Full Time Equivalent (FTE) positions. The United States Air Force, Nellis AFB NV, seeks firms interested in providing technical maintenance support to operate the Threat Training Facility (TTF). The contractor would be responsible for protecting government assets from damage and theft through regular accountability of equimpment and inventories; maintain, refurbish, and arrange static equipment and small arm displays to complement the capabilities of the weapon system and combat usage; requisition new equipment and small arms based upon current threat systems; arrange transportation of requisitioned equipment to the Threat Training Facility traveling to and from point of origin, if necessary; manage all hazardous waste and radioactive material associated with equipment refurbishment and maintenance and adhere to all federal, state laws, Air Force Instructions (AFI), operating instructions (OI), policies, directives, and safety practices in the performance of this workload. Below are an ?Envisioned Task Summary? document which is a detailed description of the effort required to complete this task, an ?Envisioned Performance Measure Matrix,? which describes tasks/thresholds for this envisioned effort and an envisioned cost breakdown of pricing which details what pricing is envisioned to cost: 1.0 SPECIFIC TASKS The contractor will provide technical maintenance support to operate the Threat Training Facility (TTF) as directed by the Authorized Government Representative (AGR) in the following areas: ?Schedule and conduct equipment maintenance and repair of all TTF displays and weapon systems based on normal wear and tear deemed necessary by the contractor or AGR ?Create a maintenance and repair time table for all TTD (Threat Training Displays) and weapon systems ?Maintain accountability records of inventoried equipment. ?Contractor shall construct new static displays. ?Fabricate, refurbish, sand, and paint TTD and weapon systems to original condition ?Coordinate transportation of equipment to and from Nellis Air Force Base ?Maintain the Conference Training Facility Building 470, the Maintenance Workshop Building 474, and surrounding ground facilities in accordance with the Building Facility Management Guide ?Coordinate with base environmental, bio-environmental, 57th Equipment Maintenance Squadron, 99 Logistics Readiness Squadron, safety, and civil engineering organizations to ensure compliance with federal, state, and local environmental laws, regulations, and guidelines. 1.1 FUNCTIONAL SKILLS Contract personnel must be capable of working independently and have experience in: ?Foreign?built equipment/vehicle maintenance ( i.e., Russian MIG Aircraft, Russian Tanks, Russian Surface-To-Surface, Surface-To-Air Missile Systems and Russian Helicopters) ?Sheet metal and welding work on equipment/vehicles and weapon systems ?Sanding and painting of equipment/vehicles and weapon systems ?Vehicle operations to include forklift ?Woodworking ?Commercial Drivers License to operate large/heavy equipment on and off base ?Hazardous waste management to include disposal ?Manage/work with radioactive materials (NRC/State License may be required) 1.2 EQUIPMENT OPERATIONAL SKILL The contractor?s personnel must be adept, and aggregate, in using the following systems and applications: ?Sander/Grinder ?Welder ?Power Tools ?Various Hand Tools ?Spray painter with applicable paint equipment ?Various vehicles with standard or automatic transmissions ?Forklift ?Personal protection clothing/equipment i.e. respirators, goggles ?Radioactive monitoring equipment ?Pneumatic and hydraulic 1.3 DELIVERABLES The Contractor shall produce a Monthly Activities Report. The Monthly Activities Report must be submitted, with a forwarding letter on the Contractor letterhead, to the AGR and Base Contracting Office no later than the 10th calendar day of every month for the previous months activity. It will include, but not be limited to: ?Contract number ?Client agency and location ?Reporting Period ?Brief task descriptions and a narrative of work accomplished during the reporting period ?Other significant events ?Deliverable status ?Problem areas and problem solutions, or strategy to achieve solutions ?Description of any travel or unique services provided ?Staffing status ? personnel issues ?Management of radioactive material, i.e. provide current inventory of objects containing radioactive material (RAM) to base radiation safety officer (RSO, 99 AMDS/SGPB, Bioenvironmental Engineering) and disposition/storage of RAM objects with coordination base RSO Anticipated activity for the next reporting period ?Screen incoming articles for publication and edit. ?Work with Editor to set production milestones. ?Determine layout, artwork, editing required. ?Correspond with authors in field. ?Compose artwork, line drawings for articles. ?Compose calligraphy for all sections when needed. ?Type all articles (draft/final) ?Perform all administrative work needed for office. ?File Plan model for WS. ?Change and print labels, (AF Form 12s and Form 310s for CLASSIFIED issues) for distribution of mailings ?Stuff envelopes for distribution and take magazine to bulk mailing. Supervise wrapping and distribution of the CLASSIFIED magazine. ?Perform typing for different magazine sections. ?Frame and mat pictures for Commandant, Division Commanders, and VIP presentations. Design and make up magazine; produce major and ancillary art. ?Work with the Editor in the design/layout of articles. ?Work with the PageMaker program to layout magazine. ?Coordinate with Editor for artwork to be used in the magazine. ?Cover lead-in artwork for articles and technical illustrations. ?Other art projects in support of the Weapons School. ?Work with the PageMaker program. 2.0 GOVERNMENT FURNISHED RESOURCES 2.0.1 WORKSPACE, SUPPLIES, AND SERVICES The government will provide office workspace, chairs, desks, computers, office supplies, and telephones in Building 474. In addition, facsimile and copier access will be made available. Government long distance telephone service may not be available to contractor personnel at this location. Consequently, contractor personnel may use government phones to make long distance calls through the contractor?s long distance service provider. 2.0.2 DOCUMENTATION All equipment and materials associated with contract functions, provided to the contractor, will remain the property of the Government and will be returned to the AGR. 2.0.3 TRAINING All required training will be approved by the CO and provided. All fees, travel expenses, and labor involved in required training are charged to the contract. 3.0 GENERAL INFORMATION 3.0 SECURITY As a minimum, all contract personnel must have a SECRET clearance for performance of this work. The Contractor will comply with all applicable Government security regulations and procedures. All classified material used by contractor personnel working on this contract will be government property, stored in government safes, and accounted for in the local government security control system. Contractor is required to complete DD Form 254 Department of Defense Contract Security Classification Specification. 3.1 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES The contractor will be allowed non-escorted access to their 547 IS work location and other facilities consistent with task requirements and /or as directed by the AGR. 3.2 TRAVEL All travel must be pre-approved by the Contracting Officer or his/her designee. The Government will pay the contractor travel and per diem costs for travel to other locations when directed by the Government and is in excess of a 75-mile radius of the assigned duty location per guidance of the United States (U.S.) Joint Travel Regulation (JTR). 3.3 PLACES OF PERFORMANCE The principal work locations will be the Training Facility Building 470, the Maintenance Workshop Building 474, and surrounding ground facilities in accordance with the Building Facility Management Guide, 3802 Tyndall Ave, Nellis Air Force Base, Nevada 89191-7002, 3.4 HOURS OF WORK Normal duty hours are defined as 0730 to 1630 hours Monday through Friday exclusive of Federal legal holidays. Circumstances may require temporarily adjusting or expanding the normal hours of operation. However, the total operations will not exceed 12 hours per day. Air Force goal days, family days, safety days, or any other ?military day off? program shall not apply to the contractor. 3.5 MEETING/CONFERENCE SUPPORT As directed by the AGR, the contractor may be required to attend local meetings in support of base requirements. Contractor will be given 48 hours notice or required meeting. If possible, provide a rough order of magnitude of annual cost to perform the services listed above to maintain a facility of this size and frequency. Responses should be submitted no later than 4:00 p.m. Pacific Time on Friday, March 10, 2006. This is a request for information only, and no solicitation is issued at this time.
