Description
The Corps of Engineers has a need for a contract for Modification of Bulkhead Recesses and Upstream Bulkhead Sill, Main Chamber Locks, Braddock Locks and Dam, Monongahela River, Allegheny County, Pennsylvania. The work is located at the Braddock Lock s and Dam, Monongahela River, Allegheny County, approximately 12 miles upstream of the point in Pittsburgh. The site may be accessed via public roads and the inland waterway system. Work involves the modification of four (4) existing lock wall recesses and the upstream bulkhead sill to accommodate new project maintenance bulkheads. Recesses are located upstream and downstream of the main chamber miter gates on the locks Land Wall and Middle Wall. Upstream recess modifications are approximately 10 wide x 25 high, while downstream modifications will be approximately 8 wide by 39 high. The bulkhead sill is located upstream of the main chamber miter gates, between the locks Land Wall and Middle Wall. The modification is approximately 10 wide x 110 long . Specific work related to the recess modifications include the following key elements: (1) Precision demolition of vertical slots within the existing lock wall to form new recesses. Demolition methods shall be designed by the contractor and may include su ch techniques as wire saw cutting, line drilling and large diameter coring. All demolition, with the exception of the collection of concrete debris, shall be conducted from the tops of the lock walls. Some demolition may require diving services. (2)Fabrication and instal lation of steel stay-in-place liners to form the new bulkhead slots. Installation may require diving services. (3) Concrete placement, including underwater (tremie) concrete. (4) Fabrication and installation of steel filler plates for each new recess (4 re quired). Work shall be conducted while the chamber is active and passing tows. Work must be completed in close coordination with lock operations and the Lockmaster. Specific work related to sill modifications include the following: Underwater demolition of exist ing bulkhead support structure and cleaning of remaining slots. Demolition will require diving services. Fabrication and installation of steel stay-in-place frame to form the new bulkhead sill. Installation will require diving services. Underwater concret e placement by tremie method. All modifications to the sill shall be conducted in-the-wet, without the use of dewatering, during two ten (10) day closure of the main lock chamber, between August 31, 2006 through September 9, 2006, and between September 19, 2006 through September 28, 2006. All advance work, including completion of the upstream land wall and middle wall recesses shall be conducted prior to the scheduled lock closure period. All final installation work must be completed during the scheduled lock closure period. All upstream recess and sill modifications must be completed no later than September 19, 2006. The downstream recess modifications may be completed after September 19, 2006, but within the contract period. Failure to complete all upstream recess and sill modifications by the required date will be subject to liquidated damages. Time to complete the work will be approximately 200 calendar days. Magnitude of the project is between $1,000,000 and $5,000,000. Pur suant to the Small Business Competitiveness Demonstration Program established by Public Law 100-656, Business Opportunity Development Reform Act of 1988, this procurement will be unrestricted and any resulting award will be made pursuant to the above pro gram. The Invitation for Bid (IFB) will be issued approximately March 6, 2006 on-line only through FedTeDS at http://www.fedteds.gov.
